be prevented. To that end, Chief
Horton is available for lectures

It'll Cost Less To License Neutered Dogs
A change in State law man-dates
that beginning in 1980, the
licensing fee for any dog capable
of reproduction, male or female,
will be the same and higher than
that for dogs who have been
spayed or neutered. Previously
male dogs, neutered or not, en-joyed
the lower fee of a spayed
female.
Thus, beginning in 1980, the
fee in Freeport for dogs capable ,
of reproduction will be $10.35
annually, and the fee for spayed
or neutered pets will be $4.35.
Part of the fee goes to the State,
another to the Town of Hemp-stead
for animal control within
Freeport, and a portion is re-tained
by the Village for adminis-trative
expenses having to do with
the issuing of licenses.
Dogs can be neutered or
spayed at a reasonable cost at the
Bide-A-Wee Home Association's '
clinic, 3300 Beltagh Avenue,
Wantagh (785-4687) or by obtain-ing
a certificate from the Friends
of Animals, 11 West 60th Street,
New York City (212-247-8120)
which will be honored by co-operating
veterinarians.
Again, the village has no choice
but to charge the same for male or
female dogs capable of reproduct-ion
since it is now required under
State law.

Department will sponsor two

Village
Sewer Department
Aids Homeowners
There are over 100 miles of
sewer lines under the Village
streets which are rodded and
cleaned throughout the year by
the maintenance crew of the
Sewer Department. This crew
also responds to emergencies
such as sewage stoppages in the
street and broken or noisy man-hole
covers, etc. There have been
several instances of basement
flooding because a property
owner.or a plumber opened a
sewage house trap in the home
before checking the street sewer
lines first. If there is any doubt
that the stoppage is not located in
the home, please call the Village
Sewer Department at FR8-4000,
Ext. 228, before opening the
house trap. After business hours
and on weekends, call FR8-4009.
Lateral sewer pipe connections
from the house to the Village
sewer lines, and'the proper fitting
of house trap plugs are the re-sponsibility
of the property
owners.
When It Snows
Remember Freeport's Snow
Emergency Signal on the fire
horns—four blasts, pause—two
blasts.
Your car must be off the street
or it is subject to being towed
away at your expense. Streets
must be kept clear for snow
plows, fire -trucks- and -other
emergency vehicles.
Sidewalks should be cleared of
snow as soon as possible. This is
the responsibility of the property
owner or tenant. Violators will
receive summonses.
The Freeport Fire Department
also reminds homeowners .with
fire hydrants on their property
that the area around the hydrant
should be the first area cleared of
snow. Loss of life and/or property
could result if the Department is
unable to locate the hydrant
quickly
Announcements on closings in
the Village and other important
information will be aired by
WGBB (12.40AM) and WHIL
(11AM) in an emergency sit-uation.
Cease And Desist Orders
Prevent Blockbusting
Freeport's Stabilization and
Affirmative Housing Task Force
urges all homeowners who have
not already done so, to submit a
cease and desist order to Secre-tary
of State Basil Patterson,
These orders prevent mass solici-tation
of homeowners and undue
pressure to sell.
The cease and desist drive
began some-years ago-when soli-citations
of homeowners in the
Village by a few unscrupulous
real estate brokers led to "block
..busting.". .Discussions -between
the Village and State govern-ments
led to the program where-by
residents signing and filing
such orders with the State would
be protected from unwanted solic-itation
by real estate brokers and
salesmen. Those realtors refusing
to obey the order are subject to
punitive action by the Secretary's
office which can lead to suspen-sion
or revokation of the license to
operate in the real estate field.
If you have never signed a
cease and desist order — of if you
have but have since moved with-in
the Village to another house —
clip out and sign the form below
and return it to the Village
Clerk's office (do not mail it
directly to the State).
The forms will then be recorded
by the Village and forwarded to
the Secretary of State. When you
have received an acknowledge-ment
from the State, you will
know that you are covered by the
non-solicitation order. If you are
subsequently solicited, save the
postcard, business card or. other
material received, or if solicited
by phone, make a note of the
time, date and name and broker
affiliation of the caller, and then
notify the Code Enforcement
office.
To save postage, the form
below may be returned with your
electric payment. The Task Force
urges all Freeporters to add their
names to the hundreds of their
neighbors who have already -af-forded
themselves of this form of
protecting their property, their
Village and themselves. The sign-ing
of the order will not prevent
anyone from selling his home in
a legitimate manner by merely
contacting any reputable realtor.
The difference is that the contract
is initiated by the homeowner and
not by a real estate dealer.
