Use Plastic Bags For Leaves
Superintendent of Public Works Edwin Prefer re-minded
that the special Highway Department pick-up
of bagged leaves begins the last week in Oc-tober.
He noted, however, that property owners
must adhere to. the'proper schedule if.'the pro-gram
is to be successful. Plastic-bags holding
leaves are not to be.placed on the curb for
pick up, excep't on the day set aside. The
schedule is as follows:
MONDAY - Northwest - Sunrise Highway north to
the Village Line, North Main Street .
west to the Village Line.
TUESDAY - Southeast - Sunrise Highway south to
the Village Line, South Grove Street
east to the Village Line.
THURSDAY - Northeast - Sunrise Highway north to
the Village Line, North Main Street
east to the Village Line.
FRIDAY - Southwest - Sunrise HighwayTouth- to
the Village Line, South Grove Street
west to the Village Line.
This program will be carried out by the Highway
Department personnel using packer trucks. The
Sanitation Department will also pick up bagged
leaves on Wednesdays, not exceeding four bags
per home.
Extra large and heavy duty plastic bags may be
purchased at Village Hall at cost, 10 bags for
one dollar, on week-days from 8:30 A.M. to *t:00
P.M. The starting date of this special program
will be published in the local newspapers. For
any additional information, please call the

Narcotics Hot Line
Call 535-5'*15 any hour of the day or night if
you have a problem concerning narcotics, Free-port
Police Chief Anthony Elar suggests. 'This
is the special . Hot Line number set up by the
Nassau County Police.Department for emergency
situations,.including overdoses, referrals,
analysis of unknown substances, as well as re-quests
for information.
This number may also be used to report suspect-ed
drug pushing. Chief Elar .said this tele-phone
number will be manned by knowledgeable
County personnel on a 2't-hour basis. He.urged
Freeporters to utilize this service for any
narcotics emergency. ' ,,
The Village of Freeport has its own educational
and informational Narcotics Guidance Council.
The Director .is Jaddie Stewart, and the phone
number during the business day is 378-'t212.
Notice Of Complaint Procedures - Electric Department
Any complaint concerning disputed electric bills,
charges, deposits or service problems may be
filed with the Village of Freeport in person,
by telephoning 378-4000, or in writing. A fair
and reasonable determination will be made con-cerning
a dispute. The Village has complaint
procedures available at its office in the Munic-ipal
Building, *t6 North Ocean Avenue, Freeport,
New York.
In the event a complaint cannot be resolved by
the Village, it may be referred to the New York
State Public Service Commission, 2 World Trade
Center, New Y0rk, New York 100^7, at which of-fice
the Commission has a staff available to
give assistance in such matters.
Adult Trip
Join the Freeport Recreation Department on Thurs-day,
November 8th for a tour of the Sleepy Hol-low
Restorations in Tarrytown. Visit Sunnyside,
the home of America's first great literary fig-ure,
Washington Irving.whose "Legend of Sleepy
Hollow" and "Rip Van Winkle" have become Ameri-can
classics. Then on to Philipsburg Manor where
Frederick Philipse, a Dutchman, built a finan-cial
empire in grain only to lose it after the
American Revolution because the -family backed
the British. From there buy your own lunch at
Howard Johnson 'and then back to Freeport. The
fee of 55-00 includes admissions and bus trans-portation.
The bus will .leave Village Hall at
8:30 A.M. and return about 5:30 P.M. Reserva-tions
may be phoned in to Mrs. Stern, 378-4000,
ext. 253. The trip is limited on a first come-first
served basis. Descriptive circulars are
available at the Recreation Department office.

Helping Engineers Retrain OCTOBER 1975

Thirty-two trainees received on-site orientation and operating instructions from the Freeport
Municipal Electric Department employees. Other utilities participating in the program are the

An important new procedure is being implemented
this fall in our Recreation Program. Similar
to the Nassau County Leisure Pass, it will be
necessary for all to obtain a Recreation Reg-istration
Card in order to participate in Rec-reation
activities. An application is requir-ed..
which, gives, us valuable data regarding who
we are serving, i.e., age group, sex, location,
etc. Conversely, it becomes apparent as to
whom we are not serving as well as we could.
With the increased participation in Recreation
activities, there is a corresponding increase
in unavoidable accidents due simply to the in-creased
activity. Therefore, we have decided
to obtain accident insurance to supplement
any coverage a family may or may not have.
In order to keep costs low, this insurance is
mandatory for all and so the Registration (I."
0. card) will cost $2.00 per person, per year.
The charge is minimal and the coverage will
prevent hardship for some families and be of
great advantage in future programming. The
Important Message <
card is good until August 31, 1971*, regardless
of when purchased and so there is no advantage
in delay. The Registration card does not in-clude
those fees charged for some special pro-grams.
Cards may be obtained at the Recreation office,
from 9 AM to 't PM, Monday - Saturday and from-
7 PM to 9 PM on Monday and Friday during the
entire month of October. Thereafter, I.D.
cards may be obtained Monday - Friday, from
9 AM to *t PM. Every registrant will have his
photo on his I.D. card and therefore must reg-ister
in person. Proof of residency is re-quired.
It is my hope that Freeporters will readily
accept the advantages of this innovation.
Certainly the charge is more than commensurate
with the benefits.

Landlords Must Get Permits
Superintendent of Buildings Louis Bello remind-ed
all owners of rental property that Village
laws now require a permit for any rental hous-ing,
whether it is a one-family house, two-family
house, multiple dwelling, or apartment
house.
The purpose of the new law is to assure compli-ance
with all Village building and zoning codes,
particularly those covering the number of per-sons
or families permitted in a particular
house or dwelling. It is also designed to
protect tenants against substandard living
conditions by having the Building Department
verify that all rental premises are clean, safe,
in sanitary condition,' in proper repair, and
free from rodents or vermin.
Under the new housing ordinance, no permit will
be issued for any rental unit unless it has first
been inspected by the Building Department. Writ-ten
into the ordinance are specific minimum pen-alties.
For failure to obtain a rental permit
or failure to notify the Superintendent of Build-ings
of any change in tenancy the fine will be
not less than $100 and up to $250 or 15 days in
jail for each violation.
Applications for rental permits are available
at the Building Department, Municipal Building,

The landlord's license fee to be paid to the
Building Department for a two year period will
be $20.00 for renting a one-family dwelling.
For buildings with more than one family, the
..fee will.be $20.00 for the first dwelling unit
and S't.OO for each additional dwelling unit,
and fl't.OO whenever a turn-over occurs in ten-ants.
In the case of a two-family house in
which the owner lives, the fee will be one-half
the regular fee.

Recycle Appliances
Superintendent of Public Works Edwin Prefer
announced that, in a continuing effort to re-cover
resources and conserve remaining avail-able
landfill space in.the county, the Village
of Freeport intends to collect household ap-pliances
for recycling. These items include
refrigerators, washing machines, dryers, stoves,
and freezers. .
If. you wish to dispose of a household appliance,
please call the Sanitati-on office at FR 8-4000,
ext. 222 for a special pick up date.
Telephone Service Requests
When calling Village Hall to request a partic-ular
Municipal Service, please ask for the de-partment
involved, such as Sanitation, Highway,
Electric Billing, etc. However, if you are
not sure which Village department would handle
your request, please very briefly tell the
switchboard operator the gist of the problem
and she will refer your call to the proper i^~
partment or individual.
