Mrs. Phipps was the daughter of Mrs. Emma Abbert of E2aat Rockaway and was married to I>r. Phipps a year and flve months ago. She ifl survived by her mother and one .si.ster, Mm. Charles B. Phipps of East Roekaway. and a baby .ion, one day old. The funenil arrangements have not been made, but the service will prob¬ ably be held Sunday.
