V WHO MAKES THE ARRESTS?
^^
K is Interesting to watch Just who ake« the arrests In the liqtuir law or prohibition law violations from tbis timo on. It is also interesting to note thut tho homo officers aro not showing any enthusiasm for tbis part of their duty. , A few offenders have been arrest¬ ed. Most of these have been men 'Who, HtHggerlng drunlc, were evidence of violations in themselves. No one could miss them. They were arrest¬ ed. Some still had alcoholic litiuors on tbem as well as iu them but it is also noteworthy that all of them protected their source of supply prob- ably botjause they know if lhey "pig It" (which is the equivalent of the vcruacular to "squeal") that never again can they get a drink at the same place or from anyone ol.se who knows tbey I>eve told.
The real catch of thfe-tast week was not made by the home offlcers. It may be interesting to observe who makes tho arrests in the present week.

part ure thc quarterly report of the Board of Child Welfare to the Board of Pupervisoi's of thc County, has been rcati by me and apparently by others in tile county with a great deal of in¬ terest. I um grateful for the publicity thus aiven to tlie work of the Board for il has served, if no other purpose, to inform Na.s.sau County of a fact that iiuiiiy citizens liave failed to reali/.L- to 'date, and wliicli i.s lh.it fhe I.oard of Ilempstead already has her Hamlet. | ^.,,i^, vvelfare is a public department
with public fwids, and consequently its action is governed by the special law under which it functions. It is the aim o.f the Board to function in accord with thc best' interpretation, that has been put on tho law and ils iirovisions to date.
JVIy quarrel with the article, nnd you will find that .soin? mcnibei-s of the Board I serve together witli many pub¬ lic and private workers agree with me, is that apparently llie wrilor does not entirely understand thc pi.riiosc for which tlic allowances arc granted, and that, considering tiiat purpose iind tin,' r.aturc of the cases under care of tills lioard, it is not entirely fair to link the amount of allowances for the three months' period with thc employment situation in the county. Some of us wlio touch the heart of tho matter misllt dispute lliat situalifin ivitli yon to .some dc.yree, but be IIk; einploj ment j situation Wiiat It may, it has really and justly not as important a bearing upon our work as you think.
The purpose of thc law, briefly stated, is li^ so subsiJizc the faniily incoiiio ! that children of mothers—"mentally, j inoially, and physicaljy, tit io care for j their children,"—can be kept in their! Iioirles, and Insurt'd so much of a gootl I mother's care and .supervision that they 1 will stand .?. vory good chance of be- ' coming goisl citizens, and consequently 1 a paying investment for the coinnuinity ' in which they live-good citizens also | for State and Nation. !
To that end, from t'ounty api>ropri- | ations, tho Hoard of Cliild Welfare ix] pav Ing an average of $2.96 per child | per week. Compare this sum with the j !H.:I5 to $5.2.5 per child per week paid!
so that the government loses in the end. The plan talked of by the new ad¬ ministration is to bring all of these little services together under one head, which would certainly mean a better service and a saving of time and money. Attorney-tJencral Daugherty is very anxious to have this done and although the largest service is under his de-
trol for some things to get better ix-- siilts. President Harding has said. " 'It Is almost useless for us to go on exiiending our energies In ad¬ vancing humanitarian policies which we wish put into effect, and il is useless for us to hope ftu' the effective adminlstratkon of humani¬ tarian policies already undertaken by tho federal government until we have prepared to create an adminis¬ trative center for the application of j our prtigrani.'
