BARBER EXTRAORDmAKY
TOURS WITH JAP HEIR
Pnri.^ May 19.—M. H. Oko and the Crown Prince of Jajjan are due to ar¬ rive In France «arly In May,
What tho Crown Prince looks like and What are his dally habits, few Frenchmen know. But »?veryone knows nil about .M. H. Oka. The French newspapers have devoted hundreds of words to Informing the people all alMiit him.
For Oka is the world's most nighly ihotight of barber. Not only Is he the only razor-wlelder ^and hair cutter to whom the Japanese^Crown Prince will entrust his life, but he specializes on Imperial and royal keards. numbering among his clients the Crown Prince Carol of Rumania and Prince Arthur fif (^onnaught. The Crown Princ*. would never have boarded the crulsei. Katal for his European toui- hatl he not known that his favorite and only barber was there with razors, clippers scissors, hair tonics and poi^'der puffs.
Half the Crown Prince's mornings ho turns over to Oka. After Oka hus shaved, powdered and hair ciUd his majesty he Is free. He may go into the Imperial gardens and pick cherries or shout "next" to some other Jap¬ anese potentate who pleased his fancy. But if the potentate doesn *. please his fancy Oka just picks cherries. Next to the Crown Prince his favorites ar-.j the r'rinces Kasuinigasekl and Akaseka.
This Is Oka's first visit to Europe. Ho nearly shed tears when ho learned that he couldn't meet his old friend, f-ifnce Arthur, because Prince Arthitr la in .South Africa.
The Crown Prince, Japanese news¬ papers announce, is bringing to Europe l..'>0(> trunks and valises and two costly .strings of i)earls. one for the wife of the President of Franco and the other for the Queen of England.
MAY LET FARMERS COMBINE FOR MARKETADVAirTAGE
RefMbfican Majority ra Honse ^ . Vote of 294 to 49 Ghres Tbem That Rifht
Wa.shlnKton, May 19.—By a ytttr- ot 294 to 49 the Republican majority In the House has passed a bill permitting farmers to combine In as.sociations for marketing purposes.
"This bill," said Representative Vol¬ stead, chairman of the Judiciary Com¬ mittee. In explanation, "alms to author- !%<• cooperative asflociations among farmers fop the purpose of marketing their products. There are a great many of those aJMOclationa today scattered all over thla country. There are a great niany of them In Europe. In this coun- ; try they have been constantly threat¬ ened with prosecution. Many States have modified their laws so as to legal¬ ize these organizations, and the la.st national conventions of the two great parties. Republicans and Democrats, passed resolutions Indorsing legislu- tlon of this kind. There Is, as I un¬ derstand, a general dennand for it among the farmers, nnd their organ¬ izations have practically agreed upon this form of a bill. I "The objection made to the.se organ 1- I zatlons at pre.sent is that they violate I the Sherman Anti-Tru_8t Act, and that Is upon the theory that each farmer is j a separate business entity. When he combines with his neighbor for the pur¬ pose of securing better treatment in 1 the disposal of his crops, be la charged with a conspiracy or combination con¬ trary to the Sherman Anti-Trust Aot. Business men can combine by putting their money Into corporations, but it is impractical for farmers to combine their farms Into similar corporate form. The object of this bill Is to
modify the lawn under whifh haainen organization* are now formed, ao that farmeni may take advantage of tlie form of organization that la tiaed by business concerns. l{ la objected In some quarters that this repeaia the .Sherman Antl-Truat Act aa to farmers. That la not true any mora than it Is trne that a combinatk>n of twe or three forixirations violnfes the act."
