The state Legislature recently
took steps to kill off one of the
more esoteric plants in the bureaucratic
jungle of the State
Education Department.
The Assembly killed a bill
that would have:
1. Allowed SED Commissioner
James E„ Allen Jr, to abolish,
school supervisory districts at
will and merge them with other
districts;
2. Mandated a new job for the
superintendent whose district
was abolished with his old pay
plus a new salary.
The bill would have caused the
State Education Department to
turn the $ 38 million Boards of
Cooperative Educational Services
( BOCES) program into
a bureaucratic protective society,
BOCES is an organization of
school districts in a particular
area for the operation of various
educational services on a
centralized basis. It includes
everything from the sharing of
one teacher for physically and
mentally handicapped to the
operation of computer centers.
It is a highly laudable program,
particularly in rural and
suburban districts, where, for
examples, savings can be made
in the salaries of special
teachers.
The bill, sponsored by Mrs.
Dorothy Rose of Aurora, a formed
school teacher, actually gave
a number of legislators and opportunity
to sound off on SED,*
Allen and his department are
not going to win any popularity
contests in most of the school
districts of the state.
The reasons for this include
everything from the mandating
of costs by SED on local districts
to the touchy issue of bussing
and the demise of the neigh-orhood
school concept.
But in the state Legislature,
Allen has a lot of protection.
Leaders in both political parties
of the Senate and Assembly have
resisted efforts by the rank and
file to take away any of Allen's arbitrary
powers over local
districts.
In most cases Allen, backed by
the massive machinery of his
department, gets what he wants
from legislative leaders.
But every once in a while a
bill such as the Rose proposal
comes along.
In view of past history, it is
not unreasonable to suggest that
the leadership let this bill out
so that it could be publicly whipped
to death - this being an election
year - in full view of angry
school district voters.
The bill, in providing that the
superintendent of the abolished
district got a new job and salary
and kept his old salary to
boot, mandated the hiring of
the superintendent by a local
BOCES program. It stated specifically
that BOCES could give
him a salary in addition to the
old one.
The state pays the costs of
supervisory districts,
Local school districts share
the costs of BOCES amongthem-selves.

in grades 1- 6 are invited. Because
of seating limitations
tickets are on a first come first
served basis for the 1: 00 pm
or 3: 00 pm showing. Tickets
may be obtained at the Library
during regular library hours.

Naval Reserve Ensign Edward
H. Gaulrapp, son of Mr. and Mrs.
Edward D. Gaulrapp of 21 Fulton
St., Massapequa Park received
his Navy " Wings of Gold" and
was designated a Naval Aviator
during ceremonies at the Naval
Air Station, Corpus Christi,
Texas.

received a Parachutist Badge
upon completion of the Infantry
School's three- week airborne
course at Fort Benning, Georgia.

Stewart C. Kaplan, son of Mr.
and Mrs. Theodore Kaplan of 21
Cheryl Lane N, Farmingdale,
has been promoted to airman
first class in the United States
Air Force.
Airman Kaplan, a dental specialist,
is assigned to an Air
Force support unit at Ankara
Air Station, Turkey.
A graduate of Farmingdale
Senior High School, he attended
the Printing Trades School, New
York.
Airman Dennis M. Griffiths,
son of Mr. and Mrs. William J.
Griffiths of 10 Lenore Lane,
Farmingdale, has completed
basic training at Amarillo Air
Force- Base, Texas. He has been
assigned to the Air Force Technical
Training Center at Shep-pard
Air Force Base, Texas for
specialized schooling as an aircraft
maintenance specialist.
Airman Griffiths is a 1966
graduate of Farmingdale Senior
High School.

Farmingdale, is serving aboard
the U. S. Coast Guard medium
endurance cutter Valiant in the
Gulf of Campeche off the coast

Second Lieutenant Richard M.
Pirone, 24, son of Mr. and Mrs.
Ernest F. Pirone, 75 Chicago
Ave., Massapequa, completed a
Quartermaster Officer Basic
Course at the Army Quartermaster
School, Fort Lee,
Virginia.
Lt. Pirone, a 1961 graduate of
Massapequa High School, received
his B. S. degree in 1965
from Villanova University, and
his M. B. A. degree in 1967 from
New York University, New York
Citv.
He was employed by the Ford
Motor Company, Washington,
D. C., before entering the Army.

J. Southard, 18, son of Mr. and
Mrs. Robert F. Southard Jr.,
291 N. Michigan Ave., North
Massapequa, completed a fixed
station technical controller
course at the Army Signal School,
Fort Monmouth, New Jersey.
Pvt. Southard enteredtheArmy
in September 1967 and completed
basic training at Ft. Jackson,
South Carolina.
He was graduated from Plain-edge
High School, Massapequa,
in 1967 and was employed as an
electronics tester before entering
the Army.

Army Specialist Four Jefferson
O. Smith, 24, son of Mr.
and Mrs. Thomas A. Smith, 51
Ocean Ave., Massapequa, was
assigned to the 2nd Infantry Division
in Korea.
The specialist is a 1961 graduate
of Massapequa High School
and received his B. A. degree in
1965 from Lafayette College,
Easton, Pa.
Before entering the Army,
Spec. Smith was a teacher at
Venice Hill Preparatory School,
Exeter, California.
Machinist Mate Fireman Gary
F. Swane, USN, of 31 New
Hampshire Ave., Massapequa has
reported to the precomissioning
unit of the Navy's newest attack
aircraft carrier, USS John F.
Kennedy.
The Kennedy, the world's largest
conventionally powered aircraft
carrier, is being built at
Newport News, Virginia and is
scheduled for delivery to the
Navy and commissioning in late
summer 1968.
Fireman Charles F„ Pfister,
USN, son of Mr. and Mrs. William
C. Pfister of 1 Hickory St., and
husband of the former Miss Linda
M. Wynne of 21 Kent Lane S., of
Farmingdale, has reported for
duty aboard the command communication
ship USS Northampton
