McCloskey Urges PSC To Deny
Water Rate Increase

State Assemblyman Francis P.
McCloskey is urging the New
York State Public Service Commission
to deny the request for
a rate increase to the customers
of the Merrick- Massapequa
Water District.
Speaking before a public hear-
- „ ~ r the Public Service Comis-sion
held at 199 Church Street
on July 23, McCloskey pointed
out that a rate increase was
granted September 1, 1967 and
" there is nothing presented to
warrant the granting of another
increase after such a short
period."
He cited the 1967 annual report
of the Utilities and Industries
Corporation, which is requesting
the increase, which indicated that
the Tate of profits to investors is
4.19% and would soar to 7.08% if
the rate increase was granted,
an increase of over 59% in the
rate of return.
He further explained that the
annual report indicated that over
50% of the Corporation's revenue
was from its utility operations
revenue. The report states that
the Merrick- Massapequa plant
accounted for 71% of the 1967
revenues from its utility operating
companies.
He strongly urged the commission
to reject the application for
rate increase because the Corporation
has not shown that the
increase is necessary to continue
the operation of the water district;
that the Corporation has not
shown that the public would be
better serviced by such an increase;
and by the Corporation's
own statement, the purpose of the
requested increase is to make the
Corporation more attractive to
investors.
He added that the Corporation
itself reveals that it is greatly
interested in governmental acquisition
of the Merrick- Massapequa
Water District, and
therefore is interested in increasing
its profits so they can
ask the highest possible price
before the proposed acquisition
of the district by a planned Nassau
County Water Authority becomes
a reality.
He explained that, with larger
profits derived from a rate increase,
the sale price would be
higher and the proposed Nassau
County Water Authority would
pay more for the facility.
" Since the customers of the
Merrick- Massapequa Water District
are also Nassau County tax
payers, they would be paying
double ( the increased water rate
and the higher sale price to the
proposed Nassau County Water
Authority). This would be putting
a squeeze play on the public",
said McCloskey.
LIRR To Begin Tickets
On Calendar Month Basis
GI Home Loans
Upped To $ 12,500
Recent improvements in the
GI Home Loan Program will benefit
veterans, according to State
Director of Veterans' Affairs,
Frank V. Votto.
The VA, he said, will now
guarantee a GI loan up to$ 12,500,
as compared to the previous guarantee
of $ 7,500. This is the first
increase in the guarantee limit
in almost twenty years, and with
the changes in housing needs of
veterans, the improvement will
directly help veterans by " giving
them an opportunity to buy more
adequate housing for growing
families.
Veterans may now purchase a
home which exceeds in cost the
amount of reasonable value established
by the VA. The difference
between the established
reasonable value and the selling
price, however, must be paid
from the veterans own funds.
Previously, they were limited to
the value established by the VA.
Coupled with these improvements,
Director Votto said, is an
increase in the GI loan interest
rate from 6% to 6- 3/ 4%.
These changes, he concluded,
were designed to make more
money available for veterans anxious
to obtain home loan financing
through the program.

Paving the way for the introduction
of a new calendar- month,
" flash" ticket in September, the
Long Island Rail Road will sell
August monthly commutation
tickets to expire Saturday,
August 31.
Since tickets bought in July
are dated to expire at various
times in August, depending on
when they were purchased, the
August tickets will be sold at
pro- rated prices.
The railroad is adopting the
pass- type, color- coded ticket to
speed on- train collection of fares
since the running times of trains
will be reduced this fall whenthe
first of the new high- performance
cars the Metropolitan Transportation
Authority has purchased
for the railroad are put into
service.
The MTA on March 21 authorized
the railroad to substitute the
calendar- month ticket for the
" daily- sale" type the LIRR has
been using.
The MTA earlier this year
placed a $ 57.3 million order
for 270 new cars with the Budd
Company of Philadelphia. The
Authority expects to place an
order for an additional 350
cars in the near future. All cars
in the first order will be received
and in service before the
end of 1969.
Meanwhile, the LIRR is
revamping its timetable to cut
minutes from running times of
trains and to achieve maximum
utilization of the new cars as they
arrive.
Beginning September 1, all
monthly tickets will be for unrestricted
use but sold at the
present restricted monthly ticket
rate.
Pass- type weekly tickets, valid1
from Saturday through Friday,
as the present punch tickets are,
will go on sale Wednesday,
August 28, for use in the week
of August 31 through September
6.
To facilitate the sale of the
new tickets, LIRRR ticket offices
have been supplied with
mail order forms, so that commuters
may send their check directly
to the railroad's general
office in Jamaica. Use of this
method of buying in advance,
the railroad suggests, will reduce
delays at ticket windows.
In addition to providing seven
days' travel for five days' cost,
the new " flash" tickets are
transferable to another member
of a family when the buyer
isnt using it. Til now, commutation
tickets have been restricted
to the purchaser's use,
have been designated for use
by a man or woman, and have had
to be signed.
Along with the purchase of new
cars and development of the new
ticket, the MTA has been
pressing ahead with the construction
of high- level platforms
throughout the railroad's
electrified territory to
speed loading and discharge
of passengers. The program is
expected to be completed by the
time the new cars begin to arrive.
Soloists Featured At
Wednesday's Music Series
Speed and coordination were the order of the day as members
of the North Massapequa Fire Dept. performed inan Old Fashioned
Tournament last weekend in North Bellmore. The local volunteer
group were awarded six trophies and placed third in the Sixth
Battalion tourney.

Town Approves Petition
The Town Board this week
approved the petition of Gulf
Oil Corporation for change of
zone from Business * F' to
Business ' G' and a Special Use
Permit to operate a new gas
station at the southeast corner
of Broadway and North Maple
St., North Massapequa. The
new facility will replace an existing
gasoline station.
A hearing was held on June
11 with no opposition.
The Massapequa Community
Band, sponsored by the Massapequa
Recreation Department,
will feature two groups of soloists
at its, Wednesday evening
July 31st program on the mall at
Berner High at I JO p. m.
" Flute Cocktail", a scherzo
and blues for three solo flutes
with band, will be the showcase
for Gigi Adinolf, Ellen
Greenstein and Tor Elliott, three
local flutists. Pri - to the presentation,
the band will perform
the " Romeo and Jul i* Overture"
by Tschaikowsky, Fillmore's
March " Americans We" and " On
Stage with Cole Porter".
For the community singing^ and
director Adam Shaffer, will lead
the audience in such favorites
as " After the Ball was Over",
" I'll See You In My Dreams"
and " Hello My Baby".
Barry Bryson* Eric Nilsen and
Robert Janson will display their
talents in the second feature of the
evening as the trio of trumpeters,
perform a jazz arrangement of
" Annie Laurie a la Moderne".
Sousa's march " High School Cadets"
and excerpts from " Fiddler
On the Roof" will conclude
the program.
