Honored At Bond Luncheon Continuation and broadening of
the Town of Oyster Bay's Recreation
Program for Handicapped
Children, wherever nefc-essary,
was assured this week
by the unanimous decision of the
Divison of the Supreme Court,
upholding the Boards Majority's
position to transfer funds to support
the program, announced
Councilman Ralph J. Marino,
Chairman of the Town Board's
Standing Conrnittee on Local -
Government.
Last summer, when the Town
Board attempted to institute a
handicapped children's program
on the basis of need, Supervisor
Petito voted against the program
and then sought to block the
plan by suing the Majority in
Nassau County Supreme Court.
The Court decided in favor of
the Board's position and the
Supervisor sought a reversal of
that decision in the Appellate
Division.
The Recreation Program for
Handicapped Children, sponsored
by the Town of Oyster Bay, is
the only one of its kind in the
State of New York under the
jurisdiction of the municipality.
" I have had discussions with
our Superintendent of Parks
Gerard Trotta and Director of
Recreation James Arvanitis and
we are now planning the installation
of special equipment in
our various parks so that the
Town's handicapped youngsters
can obtain further enjoyment of
these facilities under the
program,'* Marino said.
The entire program has been
approved by the New York State
Division of Youth and will be a
featured subject in their July
publication.
Petito told the OBSERVER that
in the light of the Appellate
Division's ruling, the Suburban
Town Law appears more meaningless
than ever. The 1968
Legislature must give full attention
to the Suburban Law since
Oyster Bay is the only Town
in the State with clear political
separation of the. administrative
Supervisors and the legislative
Town Board.
Nick Makes Federal Aid Plea
To Stem Crime Fighting Costs
County Executive Eugene
Nickerson this week made a
plea in Washington for Federal'
aid to prevent Nassau's crime-fighting
costs from burdening
homeowners.
Although Nassau county has
done a good job in holding\ down
its crime rate, police costs have
gone up, he said, and " it is
unfair to ask the small homo-owner
to pay through his property
tax" for what is a nationwide
problem.
In testimony prepared for delivery
before the United States
Senate Judiciary Committee,
Nickerson asks financial help
for '^ an all- out, county- wide
attack on all aspects of crime
in Nassau county." He further
asks that the proposed Nassau
County Council on Crime Prevention,
composed of public officials
and private experts,
should be recognized under the
•• Safe Streets" Act as " the most
effective unit to draw up the
blueprint for the battle against
suburban crime."
Nickerson pointed out " With
all the modern improvements
in crime prevention and derer-tion,
the fact remains thatyou
cannot automate a policeman.
Our police costs have risen
steadily, and if our population
continues to increase those costs
will continue to rise.
'• The policeman must be there
on the spot, on the job, riskr
ing his life to save the lives
he had pledged to guard," Nickerson
added.
" With little financial help from
either Washington or Albany, we
have moved ahead in establsh-ing
a first- rate police training
program, a model community
relations program, and we have
prevented countless crimes and
criminal careers through the enlightened
work of our Juvenile
Aid Bureau."
" Although Nassau County has
held its crime rate below the
national suburban increase, not
only for this quarter but for the
past several years, we are not
happy about any increase. We
urgently need Federal assistance
to expand and coordinate the programs
which have enabled us to

new correctional officers to be
hired since Civil Service went Into
effect in the Nassau County Sheriff's
Office.
Town Adopts New Law
Speed Limits, Sign Posting
Councilman Ralph J. Marino
said that school children will
be safer and subjected to fewer
vehicle hazards as a result of
a new local law governing speed
limits and sign posting.
The new enactment includes
specific sign - posted speed
limits of from 15 to 25 miles
per hour in the vicinity of school
buildings. The new local law was
adopted after recommendations
of the Nassau County Police
traffic bureau, the school districts
and the Town sign bureau
of the highway department were
incorporated.
A general speed limit of 30
miles an hour remains in effect
townwide, while in specific posted
locations speeds of 35 and 40
miles per hour will be effective
as soon as posted. Excluded are
village roads and state highways,
the speeds on which are controlled
by local authority.
V i l l a g e to Hold Arts,
Crafts Summer Program
The Recreation Department
of the Incorporated Village of
Massapequa Park will sponsor
an Arts and Crafts Program on
Tuesdays and Thursdays during
the summer at the Village Park
on Lake Shore Drive and Front
Street.
The program will begin next
Tuesday and will be held at
2: 30 p. m.
