The Year 2,000
State Senator Edward J. Speno recently proposed
the organization of a Federated Regional
Development Commission to formulate a total
community development goal for the Nassau- Suffolk
region in the year 2000 A. D.
The commission, the senator said, would develop
a total goal encompassing housing, industry,
transportation and preservation of scenic and natural
beauty. The two key aspects of such an integrated
job of planning, he said, would be t r a n s portation
planning and use of the zoning power.
Through the town board and village representatives
on the commission, he said, the total goal
would represent the concensus of what the people
in the two counties want their region to be like
in 1985, 18 years from now, and in 2000 A. D., 33
years from now. " In other words," he said, " the
people have the right to decide what their community
and their region will be like in their own
lifetimes."
'' One result of this total community development
goal," Speno said, " might be a severe limitation
on real estate speculation. While in the process
of establishing a total goal, we may find it
unwise to build so much small- zone housing and
unnecessary to build apartment houses. This
commission will mean that neither the real estate
developer nor the pressure of population will call
the tune for the future of Long Island. The majority
of the people living here now will make
the decisions through this commission.
The senator said that the Long Island regional
total goal can become a model to be emulated
by other regions of the state, leading to a s t a t e wide
total development goal. £ i
As an " essential adjunct" to the overall plan,
he said he will endeavor to convince top state author
i t i e s to use funds from the $ 2.5 billion bond issue
and federal matching funds to build something like
a tube- flight system from New York City to Albany.
A small- scale model prototype tube- flight system
developed at Renselaer Polytechnic Institute with
federal financial help, he said, demonstrates that
200- passenger train- like vehicles moving on a
cushion of air through a tube can travel at 500
miles per hour. The cost of such a system would
be about $ 1 million a mile after initial development
costs. Hundreds of lanes of intra- state
highways and dozens of intermediate- range airports
would not have to be built in the future as a
result, he said.
The purpose of building one such model system,
from New York City to Albany or another upstate
area, he said, would be to demonstrate that it is not
necessary to live in the New York Metropolitan
Area or any large urban area in o r d e r to work there.
" This system, part of the new transportation
technology just now coming from the drawing boards
• will in effect take the pressure off Long Island.
It will show us that millions of persons who would
have to move out here, under current concepts of
community development, could in fact live 200,300
or 400 miles away and commute.
Motorists who stay away from the wheel of their
car when they have been drinking may be giving
others the gift of life.
Approximately half of the traffic accident deaths
the victims had evidence of alcohol in their blood.
Last year the December auto accident deaths t o taled
5,040. In Nassau and Suffolk Counties for the
same period 41 people died as a result of vehicular
accidents - 20 in Suffolk, and 15 In Nassau.

The 219th MP Company is a
component of the United States
Army in Thailand and it is made
up primarily of engineer construction,
signal, quartermaster,
ordnance, transportation and
medical units. In addition to
providing logistical support to
the Air Force, the command is
building roads, improving land
communications, constructing a
deep water port at Sattahip on the
( iulf of Siam and building storage
areas throughout the country.
Before entering the Army,
Lieutenant Heltcl graduated from
City College of New York and was
employed by Abraham and Straus
Co. He has been in Thailand
since October 1967.
His wife, Vicki Ann Heitel,
resides at 66 Sunset Avenue.

. First Fleet Exercise in three
