Toys Of Yesteryear On Display
At County Museum
A wonderland of toys enjoyed
by our grandparents is now on
view at the Nassau County Historical
Museum in Salisbury Prk.
The special exhibit, ' A Toyshop
of Yesteryear', is a display replica
of a toyshop in the late 1800' s
bursting with all the toys and
dolls that children of that era
would have had on their Christmas
lists.
The toyshop features a wall of
over 150 antique dolls ranging
from one inch up to four feet.
The dolls cover the whole spectrum
of dolls from the period of
1850 through 1900. The most
spectacular are the beautiful
French fashion models with elaborate
costumes. A great many
large china head dolls that were
imported from Germany in the
1870' s and 80 » s are included in
the exhibit in addition to such
unusual dolls as wax head, wooden,
composition head, Parian
head, etc. Accompanying the dolls
are the types of things that girls
used with them includingall types
of small miniatures such as
china, glassware, pewter, tea
sets and doll furniture ranging
from chairs to upholstered
couches.
For boys the toyshop includes
almost every conceivable type of
toy available before the turn of
the century including an outstanding
set of cast iron fire engines,
cast iron cap guns and other iron
toys. Both boys and girls would
have enjoyed the Noah's Ark
which was a very common plaything
before the turn of the century.
Games, many of which were
made in the United States, children's
blocks, stuffed toys including
the famous origional Teddy
Bear, a hobby horse with a
real skin covering and numerous
tin toys round out the variety of
toys available for children. Winter
items including ice skates
and sleds are piled in a corner
awaiting the buyer of yesterday.
Visitors to the exhibit may try
out some of the toys including
mechanical banks and early tops
and all children will receive
an early game sheet as a souvenir.
The Museum is open daily from
9 a. m. to 5 p. m. and the special
exhibit will be on view throughout
the Christmas season. The
toyshop will also contain the traditional
old- fashioned Christmas
tree that the museum decorates
each year.
The traditional Christmas tree
is decorated as one would have
been over seventy- five years ago
with its natural materials including
paper chains, popcorn and
cranberry strings, various
fruits, nuts and pine cones.

After all the predictions of disaster,
the New York Medicaid
program came through the recent
Senate debate on the Social Security
bill as well as could be
expected under the circumstances.
Those of us who were attempting
to amend the Federal medicaid
program to ease the burdens
of counties, cities and states while
at the same time retaining its
basic humanitarian purposes, won
some of the battles, but lost
others. First, let's look at some
of the successes: For two years,
I have been attempting to change
the medicaid program to reduce
the costs of programs in states
like New York by removing certain
Federal requirements which
were not only costly but unnecessary.
The Senate, I am glad to
say, accepted one of my amendments
in Its entirety. This will
now allow states to require some
medicaid clients to pay part of
the cost of hospital bills before
becoming eligible to receive
medicaid payments on the remainder.
The Senate also accepted a legislative

caid in different areas of the
state, depending on the very real
differences in cost of living. For
example, a family of four earning
$ 6,000 a year might, in fact,
be very much In the poverty category
in the heart of New York
City or in downtown Buffalo,
where rents and medical services
are very high, but a family in one
of our smaller cities or In the
rural areas might be able to do
quite well with the same income.
Senator Kennedy, this year, introduced
an amendment similar
to mine and we combined our
efforts on the Senate Floor in
having this important concept accepted.
Another of my amendments was
accepted in part. This would make
it possible for a state to provide
certain benefits to the elderly
poor, without having to make die
same benefits available to all age
groups.
Unfortunately, the Senate did
not agree to accept another
amendment — sponsored jointly
by Senator Thomas Kuchel of California
and myself — that would
have eliminated a new provision
of the law increasing tremendously
the tax drain on the already
overburdened states or forcing
them to cut back the coverage
of programs already under way.
Our amendment would have retained
Federal participation at
the current level — 50 per cent
— but the provision still in die
bill might require New York,
for instance to pay up to 75 per
cent of the costs of aiding the
so- called " medicallyneedy". Senator
Kuchel and I felt tfiis is
unwise because it could destroy
one of the original intentions of
the medicaid program— to keep
those not now on welfare from
being forced onto die rolls by
meeting sudden, serious illness
or injury costs.
Even widi the losses, the fact
that we were able to hold our
own on major points and even
give the states a little more flexibility
in administering medicaid
programs was somediing of an.
achievement itself. The bill now
must go to a conference to compromise
differences between the
House and die Senate, and I will
do all I can to see that the
gains just won are not lost*
