must be consolidated into fifteen. The heads of these new departmenta shall be appointed by the Governor, who may also remove them. Simple as it may seem the scheme Is fraught with difficulties. It is also fliled witb pos¬ sibilities for economy.
The purpose of tbe- short ballot is to centralize authority in the Govei- nor; to hold the Governor respon¬ sible for everything that happens in official Albany. At present with so many elective heads and so many sun- heads it is difficult to pin any one down when trouble comes. The short ballot amendment does not provide the reorganization. It merely gives Instruction to the next Legislature to carry out the program.
Re-apportionment.
The key to the amendment relating to reapportionment will be found of course in the word "reapportlon-

Home Rule.
Cities of the State have been cry¬ ing for years for home rule. They have found it necessary to go to the Legislature every time they wanted to open a new stroet, to issue bonds or to make any important improve¬ ment. The result was political log¬ rolling and undoubted pxtravagance.

The lawmaking bodies may cut down the expenditures. They cannot Initi¬ ate or Increase. They will have power to summon the Governor and his de¬ partment lieads before them lo ex¬ plain any items In the budget. This new proposal has been almost unani¬ mously approved.
Taxation.
This roused a storm of debate in the convention. It provides for a tax commission of three members, the same as now, but with added powers. It gives the State Board power to go Into any county in the State and re¬ vise the assessments, and gives It also power to assess personal prop¬ erty and corporations. The purpose of the new eystem, as described by its sponsors, is to relieve New York city of the great burden of three-quarters ot the taxes of the State and make the tip-State sections bear their pro¬ portionate share.
Salary Increases.
These aro generally commended by the convention members. One amend¬ ment would increase the salary of the Governor from $10,000 to $20,000 a year. Another would raise the sal¬ aries of Senators and Assemblymen from $ L.'.OO to $2..".00 a year and give thom railroad expenses once a week from their homes to Albany and re¬ turn.
There are many others quite as important as they are, but uninterest¬ ing to the average person. One pro¬ vides that the discussions in both Senate and Assembly shall be taken down In shorthand and printed for circulation throughout tho Stato, the same as the Congressional Record. Otliors provide for serial bonds, whicli moans that bond Issues shall he lim¬ ited in llfo to the length of the Im¬ provoment: that oci upatlonal diseaos shall be plac^d undor the Workmen's Coniponsatioii Commission: that the I.otjislatnre sliall oitlier regulate or prohibit manufacturing in tenement houses, and that there sliall ho a Con¬ servation Commission of nine unpaid member.-^.
