FEDERAL REPORTS SENT INSHTUHONS
Unusual Procedure A Surprise To
Albany—Mysterious Trip May
Meet With Objection
A preliminary inspection of I^ng laland hospitals In advance of the pnb¬ Uc hearings on tke charges of improp¬ er conditions in tho instltutlona re¬ cently made Federal Inspectors Buck¬ ley and Snyder, was begun on Mon¬ day by the State Hospital Commission onder conditions that are considered unusual. It is reported tbat Commls- aioners Andrew D. Morgan, Dr. James V. May and Fred N. Parker have al¬ ready paid a visit to tne Long Island State Hospital at Flatbush and that they will proceed to Kings Park or Central Islip today.
This preliminary tour of inspection by the members of the hospital com¬ mission is apparently not understood at Albany by either Attorney General Carmody and the Department of Ef¬ ficiency and Economy, which have been invited to oo-oierate In the in¬ vestigation. The news rame as a sur¬ prise to both yesterday.
The hospital comn iHsIon had noti¬ fied tho Attorney General that it would investigate the Buckley and Snyder charges at the Central Islip Institution tomorrow ;ind thai It would reach the Long Island IIoBpital on Monday next.
The commission hiis been conduct¬ ing its entire Investlj ation in what in considered to be a peculiar fashion. Last week at Utica both Deputy At¬ torney General Merrill and Commis¬ sioner Delaney of the Efficiency De¬ partment threatened to withdraw un¬ less the commission changed its tac¬ tics.
Copies of the Buc'iley and Snyder reports have been s< nt to the ho.'^pi- tala affected, with a request for an explanation. This, It is considered, gave the hospital dfficiais chargeo

with reaponslbility for the alleged bad conditiona a cbance to "clean up."
Commissioner Delaney is in receipt of letters Informing him that the hos- plula are being cleaned from cellar to garret In anticipation of the inves¬ tigation.
The Deputy Attorney General, who has been assigned to tbe Investigation, has been unable to oStain from the Hospital oCmmisslon a copy of the complete reports of Inspectors Buck¬ ley and Snyder in order to prepare his case.
Delaney and Merrill declined to say anything today about the information they have received concerning the mysterious trip of the hospital com- missionera, but it is likely tbat some vigorous action will be commenced If they flnd that tbey are being left out of the investigations. Delaney's ex¬ aminers have been occupied with up- State hospitals since February, and have not yet made their examinations of the Long Island institutions.
The hospital commission has not in¬ dicated a time at which it will take up the investigation of any of the insti¬ tutions where the Efficiency and Economy accountants and inspectors have completed their work.

FREEPORFS SOCIAL CENTRE IS BAYVIEW
(Continued from page 1} to the Merrick road. Negotiations are already being made with property owners whose land adjoins on the Baldwin side to cooperate in the work. The Onslow-Moore Company deriv- ' ed its name from two counties in North Carolina which bear no relation to one anomer or to any member of t the concern. Its pr<>Bldent is Gilbert I Elliott, who has for years been iden¬ tified with realty in Brooklyn and prominently associated with the civic ! life of that city.
During the flrst agitations over the Brooklyn subways, Mr. Elliott figured conspicuously as a leader in the move i ment. He was active in the campaign | that ultimately carried the project be-1 fore the Board of Estimate and Ap¬ portionment. Likewise he was ac- j tive in the adjustment of assessments In Brooklyn. Mr. Elliott is vice pres-' ident of the Brooklyn League Club, a member of the City Club and a vestry¬ man in the Church of the Good Shep¬ herd.
Mr. Sealy, the manager of the Bay- view property has been widely known in realty circles for twenty years, and because of his optimism has won many friends for his company. He believed in the South Shore and has based his real estate calculations entirely upon that oelief. The rapid growth and ex¬ pansion of Bayview has been due in no small degree to the enthusiastic efforts of Manager Sealy.
