war. Grand ItuUc .Nicholas, command¬ er in chief of the armies, insisted uiion it. He said mobilization would be im¬ possible without ii. It was a bold step to take, as the manufacture of vodka —the favorite Kussian siiirituous tipple -was the princijial source of revenue to the government, and this was in dire need of increasing rather tlian of decreasing the revenue at that moment. But tbe effecl.s have lieen so amazingly beneficial that It is doubtful If the general sale of vixlka will ever be re¬ sumed, ei^n after the war.
In England an act of parliament will probably be necessary, and the lI<iuor Interests are so vast and so powerful that the passage of .such an act will be fought tooth and nail. There is an¬ other way, and l/ord Kitchener Is just the man to adopt it if be can have his will by no other means. This is to declare martial law and order all the bars, breweries, distilleries nnd wine shops to be closed.
The reason for this seemingly ex¬ traordinary measure in Great Britain Is the difficulty tlie military and naval authorities have had tn getting an ade¬ quate supply of munitions of war from the factories nnd dockyards. There have been strikes aud disputes wl^h laborers, and the output of many fac¬ tories has been far below what those best able to Judge considered it ought to have been. This is especially true of the shipyards. The original sug¬ gestion that the trouble was due to drink is said to have come from the owners of the shipyards.
However this may be, the fact re¬ mains tliat Great Britain is a fairly hard drinking country. According to Sir Thomas Dewnr. 3,000,000 persons earn their living by making and selling liquor. In. the year 1913 the people of the United Kingdom si>ent $833,405,000 —or more than .*!•) a head for every man, woman and child—on liquor. This Is apiiroxlmately tbe amount per capi¬ ta spent in the United States. The hardest drinking parts of England are the northern and weetern counties— the great mining and manufacturing regions. The effe<"t of drink upon bo- dety may be Judged from the fact that iu the years 1902-d, out of every 1,000 fnbabitants 6.51 were actually arretted for drunkenness, and In the years since 18»9 there has been an average of 2.871 deaths a year from alcoholism, of which 00 per cent were men nnd 40 per cent were women. ,
The ratio of mortality from alcoholic excess has increased 87 per cent among bale* during the last twenty years and .mong females It lias Increased by no Iwa than 180 per cent

Sav«n, Three and Nine. , There ar« aeven da.%a in the week be¬ cause of the iirieutal tradition that tbe trorkl was ereated in seven days. The Romans bad no week, but rer-koned by months, counting forward and back¬ ward from the Ides and nones, until the fourth century, when they adopted tbe Jewish-Christian wt^pk. i
Because of Its relation to tbe creation i the number seven has al<N-ays l)een in- j vested wijtb an ot-cult nnd mystic slg- niflcjinee. There were seven wb»e men < In anthiuity and seven wonders of the world. Tbe seventh son of a seventh [ son. or seventh datlghter of a seventh daughter was supiK)sed to possess ih)w- \ ers of prophecy or divination. For | seven days seven priests with seven i trumpets Invested Jericho, and on the I seventh day they encompassed it seven ! times. The ancients knew of seven'. planets and seven metals. There were seven heavens and seven hierarchies of angels. J
Seven had a mystical slgnlllcnnce among peoples who had no tradition of a seven day f^eation, and tliK- was due to'lts being litdlvlsible by any numl»er bur itself and to its being a comblna- j tlon of H (called by Pythagoras the per¬ fect number. re|>ivsentlng beginning, middle and <'ndi and 4, tbe squ.-ire num- | her.
