ALBANY, May 4.—The following bulletin was issued today by the New York State Department of Health:
Dr. Victor G. Heiser, Medical Di¬ rector ot the United States Public Health Service, states that observa¬ tions made from his sleeping car In the early morning of flve succseslve days failed to show a single open win¬ dow In the States of Pennsylvania, Ohio, Michigan and New York- -and this was among intelligent and well- to-do people.
The average per.son spends one- third of life in sleep—twenty or more years for those who attain old age. The sanitary conditions that sur¬ round this long period of partly sus¬ pended activity of mind and body muHt have the greateat influence on jthe health of the individual.
Fresh air is one of the things which should he the common properly jot ail. In the congested districts of I large cities it i.s often unobtainahle. iln most other places its exclusion from tlie house during the cold I months of the year is the result of 'ignorance, prejudice or vicious in- jherited cu.stom.

THIRTY-SEVENTH GENERAL CONFERENCE IS CONVENED FOR A THIRTY DAY SESSION.
W'itli many questions of importance awaiting decision, the twenty-seventh General Conference of the -Methodist Epiecopal Church convened May flrst at Saratoga Springs for a 30 day ses¬ sion. Tile roll call was an.^wered by 777 out of S3,"> delegates.
The most iniportant matter that will liave the attention of the dele¬ gates is that of a union of the Metho¬ dist Episcopal Church and the Metho¬ dist Epi8Coi)ai Church South,
The rules of the conference were aniended so that a special committee of 3,'» on federation and organized unity is to appointed to consider the (luestion of union of cliurches.
That part of the church discipline which places a ban on theatres, cards and dancing bobs up at every Gen¬ eral Conference and will be consid¬ ered at this session. It is not ex¬ pected that the doors to the amuse¬ ment places will be opened by this conference.
The support ot sectarian schools by tlie United States government was at¬ lacked in the general conference of the Methodist Episcopal Church Sat¬ urday, wlien a resolution was adopted calling for a constitutional amend¬ ment "to eradicate the root of bit¬ terness from religious and civil life." The resolution referred to action by the United tSates Senate providing in the Indian bill the usual appropria¬ tion for Roman Catholic schools, but with the provision for the establish ment of government schools so that after one year there would be no fur¬ ther occasion for Congress to make sectarian appropriations.
The resolution urges that no such appropriations be made either by national. State or municipal govern¬ ments. The conference directed that a telegram be sent to the Speaker of the House and the President of the Senate, urging that the Senate amend¬ ment be enacted.
The resolution presented yesterday condemning the cigarette evil and urging every^ niember of the Metho¬ dist Church to abstain from the uao of tobacco was taken up and unani¬ mously adopted.

Hewlett, former cliief of police of Long Beacli, who has several charges pending against him as the result of the internal upheaval in the village, shall be tried by indictment and be¬ fore a Jury, This relieves him from the necessity^of being tried before his political enemy. Justice of the Peace Alfred Parsons, against whom charges were made when Hewlett's attorney. Heury F. Cochrane, made a motion to take the trial of the cases away from Justice Parsons,
