ing upon New York to be able to mobilize quickly to int-et the emerg¬ ency, i
A good share of the $,jOO,000 ap¬ propriated by the Legialature for tlie mobilization of the National Guard wiil IMt have to be spent because tlie guard goes out in re^pon.'ie to a call from the President and the expense will be met by the Federal Govern¬ ment, but the maintaining of the guard at a'hlgn standard of efliciency has been » fixed policy of the present adniiniatratlon and the nioney was appropriated in accordance with that policy. That the policy was a Kood one was clearly Kliown when New York led all the States by having the entire guard under arma and fully equipped within three days after the receipt of the call.

In times of stress there is a big difference between being ready and getting ready. It i.s very much to the credit of New York State that when the call came she was ready.
The Democratic platform declares for a tariff comnjia.'fion. During the administration of President Taft the country had such a commis.sion, A Democratic majority in Congress dis¬ posed of the commission by refusing to make an appropriation for it, there¬ by intimating tliat the Democratic party did not want a tariff commis¬ sion. Whether Ihis new tariff com¬ mission planlt in the Democratic plat¬ form indicates a cliange of policy or is just another plank like the one in the Hti 2 Democratic platform declar¬ ing for a single term for the Presi¬ dent is a question on wliicli one man's guess is as good as another's.
MR. ROOSEVELT'S LETTER IS AN INDICTMENT OF MR. WILSON.
(Ueprinted from New York Herald,) Iniportant as Is Mr, Uonsevelt's an¬ nouncement of his purposi! to Kupport Mr, Hughes, even more important is his sweeping indictment of Mr. Wilson and his administration. Not in more than half a century ha.s even the bit¬ terest partisansliip found it possible to say of anotlier President:
"The pre.sint ailmiiilslratlun has heen ' Ruilly of 8liorl('omlnK.H mure .signal thiiii those (if any admlnlslriil ion since the clays of Hufhaiian, From the standpoint <if national hdnor ami Inti're.st it hns stood on an even lower level than the administration of Buchanan, No ail- mlnlstratlon in onr history has done more to relax the sprln»? of the national will and to deaden the national con¬ science,"
Indecision, hesitancy and vacilla¬ tion have been raised into a settled governmental policy, Mr. Roo.sevelt adds, citing among the direct results of this policy all of our present trou¬ ble with the professional German- American element and the utter chaos of our relations with Mexico.
FREFARATION THAT COUNTED.
The promptness with wliich New York responded to the President's call for troops and mobilized Its entire National Guard armed and equipped ready for service in a shorter time than .ever before in the history of the State is the result of the general policy of preparedness adopted by the present State administration when it assumed offlce.
The sudden call for troops gave the National Guard an opportunity to give a practical demonstration of the standard of etflciency that is today- maintained in every State depart¬ ment.
As a result of this Intelligent pro¬ vision for possible emergencies the State was prepared to proceed with¬ out a moment's delay to put into the fleld a full division armed and equip¬ ped for service.
New York's promptness is made particularly noticeable by the delay of some of the border States in mobiliz¬ ing their militia, and General Funs- ton's naming New York State Hrst as one of the States from which he desir¬ ed tro6t« Indicated that he was rely-

In case Tammany Hall finally de¬ cides to have the Democrats nominate Judge Samuel Seabury of the Court of Appeals for Governor this fail, it should make sure tjiat he will have plenty of endorsements. Two years ago running as the candidate.of the Democrats. Progressives and Inde¬ pendence League he received t;,"i(i,4(iH votes, or liCOdO less than Governor Whitman received as the candidate of the Republican party. The .\ssembly vote last fall and tlie Kepublican en¬ rollment Indicate that tlie Republican vote in Ihis St^te will be much lower this year than in 1 !i 14 and will so widen the gap between the two par¬ ties that about a dozen endorsements will be reijuired to keep Democratic candidates in the running.
Consider the unqualified endorse¬ ment of the Underwood tariff law in the Democratic platform in connec¬ tion with the levying of an inconie tax and an emergency revenue tax to make good the deficiency in revenue resulting from the enact ment of fhe Underwood law and you will get .some idea how the Democratic platform makers had to .'Strain themselves to be conHistent.
