CONGRESSMAN HICK'S LETTER
A number of very Important bills were passed during the week. The Legislative, executive, and judicial ap- propriatloti bill carrying items totall¬ ing $39,479,000 for the running of the departments was passed as was an urgency deflclency bill of |4,578,00f), the principal part of which was for the dependent families of enlisted men on the Mexican border. This waj followed by the District of Columbia appropriation bill. The total amoum recommended was $12,831000, ot which the Federal Government pays half and the taxpayers of "Waahignton the other. This bill provides for the maintenance of all branches of the city government and is virtually '<i consolidated budget of what in most places would be the separate ex¬ penses of .1 State, County, City or Town,
The week ended with the passag** of the Diplomatic and Consulor ap¬ propriation bill, carrying Items totall¬ ing $5,165,000, This sum is expendetJ In salaries lo our foreign representa¬ tives, up-keeji of embassies, consulat expensea, etc.

London.—During the first two year* of the war cavalry played no part U the great battles fought on the west¬ ern front The men of this arm oi the eervlce were used In the trenches to re- enforce the infantry. Recently, how¬ ever, the cavalry got Its chance and how well the mounted arm responded Is Indicated in a letter written by an offlcer of the famous Deccan Horse of the British army to his wife In Ire¬ land. The letter reads:
"At 0:30 we started onr famous ride Into the enemy country, every now and then coming under heavy shell flre— shrapnel and high explosive. No one can believe, without seeing, what a state the ground Is In; there Is not room for a table cloth on any part of the ground there, without some part of It touching a shell hole, so yot^ can Imagine the regiment galloping over It at fall gallop, barbed-wire—well cut by shell flre—old trenches, dead bodies, and every sort of debris lying In every direction. Words fall me to describe It Bring Down Balloon. "That was for about three miles; then full tilt down a steep bank like the Haggard fleld, but steeper. Into a very famous valley, where the shrap¬ nel got worse, as we were spotted by one of their sausage balloons. This was soon driven down by the flre of our batteries, which Just smothered It with ¦hrapnel.
