At least 95 cents out of every dol¬ lar given the Red Cross for relief work Is spent for relief work. Until recently no deduction whatever was made from European relief donations for adminisi rative expense. A deduc¬ tion of not more than 5 per cent is aiilhorized in the Red Cross charter.
If the American people arc uoing lo support their Red Cross in our na¬ tional emergency, lliey must join it. In Japan one person in everv tw(>nty- two is a member of the Japanese Red Cross. In Gennany one jierson in every forty belongs to the German Red Cross, In Russia one out of every 142 persons is a Red Cross nieiiiber, but in the Cniied States onl> one out of every 291 persons belongs to the Red Cross.
