Convictions and imprisonment ate keeping pace with the increase in population and the attendant increase in crime in the Empire State. On June 1, 1915, there were no less than 4,U37 more inmates in the prisons, tbe reformatories and the peniten¬ tiaries of this State tban on a like date flve years ago. The State census taken under the direttion of Francis M. Hugo, Secretary of State, in June, r^eals some interesting features in connection with the inmates of the larger penal institutions.
In June, 1910, the state prisons, reformatortes, penitentiaries and the New X^rk City institutions such as BlackwcH's Island, Randall's and Hart's Island, had a total of 13,315 Iniiiate.s, Within the past flvo years that numer, large as it appears at flrst glance, has grown until it is now over 17,000, to be exact, 17,352, an increase of 4,307, or nearly 1,000 a year,
if the number of inmates in county jails, in lockups and minor institu¬ iions, were included, the number of New York State's residents in conflne- nieut on .lune 1 when the census man called, would be augmented by a few tiiousand more. When it is flgured that the estimated population of New Vork State is placed at ten and a quarter mllions, there ia still a mat¬ ter of over ten million enjoying their liberty.

At the State hospital at Dannemora there are now 516 per¬ sons in comparison to 383 five years ago, an Increase of 133, or about one- third. Mattewan contains both male and female Insane, while Dannemora Is made up of insane male prisoners who have been transferred from Sing Sing, Auburn, Clinton and Great Meadow prisons as well as the re- formaties for males at Elmira and Napanoch.

The above shows that during the tive years the penitentiaries have been called upon to shelter an ever-Increas¬ ing number, amounting on June 1 to 852 more than in 1910.
At the Western House of Refuge for Women at Albion there were 234 inmates in 1910 as compared with 248 in June I last. The New York State Reformatory for Women at Bed ford Hills had .'139 inmates flve yea'rs ago as compared with 4 16 on June 1, 19 1,"). Elmira Heformatory had a pop¬ ulation of 1,212 In 1910 in compari¬ son with 1,365 two months ago. The Eastern New York Reformatory at Napanoch had 455 Inmates in June to 415 flve years ago.
The greatest increase in the num¬ ber of persons under confinement is shown in the New York City penal Institutions. In 1910 the city prison, Manhattan, familiarly known as "The Tombs." had 5 0.S prisoners. On Juno I, 1915, the nuniber had increased by 24 8. The city prison ot Brooklyn is shown by the recent census as having a total of 395 inmates as compared with 267 five years ago this time. The city prison, Qiu'i'ns, had 360 inmates on June 1 last. The prisons of the second, fourth, fifth and seventh dis¬ tricts of New Vork had 259 inmates last June. .
The three workhouses showed the following population June 1, 1915: Blackwell's Island, 1,4 70; Randall's Island, 359; Hart's Island, 642; a total of 2,471 as compared wilh 995 on June 1, 1910. Five years ago the New York City Reformatory on Hart's Island had 1S;1 inmates. Last June there were 423, The total number of Inmates at the .N'ew York City insti¬ tutions of correction on June 1 amounting to 6,499 of which 899 were women and 5,600 were males. On June 1, 1910, the same institutions sheltered 3,854 Inmates of which 74 5 were women and the remainiiiK 3,10ft were males,

Brasefleld has ap¬ pointed the following committee to arrange for the ceremonies to be held at Stauch's Palace Hall, 'West End, Coney Island, at 7 o'clock, p. m., on Saturday, Ostober 2: John J. O'Toole, Westchester; William Huck, Bronx; Peter A. Tilyou, New York; William L. Connor, Richmond; William B. Lake, Kins; Albert H. Marquis, Queens; Fred P. Bennett, Nassau; and Charles Hirsch, Suffolk. The committee met at Coney Island on Monday evening, August 23rd, and organized by electing Mr. Connor
chairman and Mr. Marquis secretary. It was decided to iaTlte all the flremanic organizations in the eight ¦onthern countiee to bring along their families and frienda.'and all public officials, as well as prominent flre¬ men and public officials throughout the state. According to changes in the pareet post regulations whloh became effec¬ tive September 1, the maximum sisa of packages will be increased, tha -naxlmum insurance wtll be changed from $50 to $100, and the insurance premiums or rates wlll be lessened considerably.
It is now possible to send parcels of length and girth 84 inches or Iees. Th" former limit was 72 inches.
Packages under the revised regula¬ tions may he insured at the rate of S cents for any amount up to $6; S cents for any amount up to $26; 10 cents for any amount up to |50, and 2,' cents for any amount up to flOO. The old rate was 5 cents up to t2S and 10 rents up to $50.
