Long Island fishermen to get federal relief
by Laura Schofer
The U.S. Department of Commerce
recently declared a federal groundfish fish-ery
disaster for New York's fishing commu-nities,
thereby providing money for emer-gency
relief to struggling fishermen and
fishing ports.
This declaration was made after a prelim-inary
report projected significant cuts of up
to 70% in catch limits for New England
groundfish stocks in 2013 including cod and
yellowtail flounder often caught in Long
Island waters.
"Our fishing communities must be pro-vided
with sufficient disaster assistance to
stem the adverse economic effects of poten-tially
devastating cuts to already reduced
catch limits and years of restrictive manage-ment
measures," said U.S. Senators Charles
Schumer and Kristen Gillibrand in a letter to
Acting Secretary Rebecca Blank, U.S.
Department of Commerce.
Many of New York's fishing interests in
New England stocks have been traditionally
ignored, said Senators Schumer and
Gillibrand, because of "under-representa-tion
on the New England Fishery
Management Council (NEFMC)."
For example a federal Southern New
England winter flounder possession ban in
2009 forced many Long Island commercial
groundfishermen off the water, said Senator
Schumer. Southern New England winter
flounder landings represented 80% of all
groundfish landings on Long Island in 2008.
"Our concern for New York's treatment is
heightened by the fact that in multiple
groundfish economic disaster aid packages
...New York fishermen were often excluded.
Aid packages were instead focused on New
England states with NEFMC representa-tion,"
wrote the senators.
In the end, the lawmakers successfully
pushed to have New York included in the
New England federal fishery disaster decla-ration.
The Associated Press reported that Senate
Majority Leader Harry Reid has committed
to include $100 million for fishermen but
this must be approved by Congress.
Direct federal financial assistance may be
provided to fishermen and fishing commu-nities
in the forms of grants, job retraining,
employment and low interest loans.
The U.S. Department of Commerce is
charged with providing disaster assistance
under the Interjurisdictional Fisheries Act or
the Magnuson-Stevens Fishery
Conservation and Management Act.
In a Congressional Research Service
Report for Congress, it noted that federal
fishery failures through 2010 have been
declared on 29 occasions. Nearly $827 mil-lion
in federal funding has been appropriat-ed
for fishery disaster relief, including the
Gulf of Mexico fisheries from the
Deepwater Horizon oil spill.
