Budget votes in Freeport, Baldwin May 15
Freeport residents will vote on a
$ 149,477,547 budget on Tuesday, May 15,
from 6 a.m.-9 p.m. The expenditure budg-et
represents an increase of $1,534,707 or
1.03%.
Thanks to an agreement with the
Freeport Teachers Association to defer
salary increases for 2012-13, enrichment
programs and all-day kindergarten will be
retained. Additionally, 27 teaching posi-tions
threatened with the budget ax will
now be retained, leaving 15 positions to be
reduced, including four teaching position
excised through retirement.
In March, the district was facing a $1.5
million revenue decrease. Thanks to an
additional $800,000 in state aid, and
$300,000 from other sources, the decrease
has been reduced to $400,000, for a tax
levy increase of approximately $1.9 mil-lion
or 2.37%, which will require a simple
majority when the community votes on the
budget on May 15, as certain budget items
are exempt from the state's 2% tax cap.
If a budget is defeated twice, then the
district cannot increase the tax levy at all,
a situation requiring the loss of 10 teach-ing
positions, two elementary assistant
principals, equipment, supplies, clubs and
sports.

be running for a new three-year term on
the school board, and will be challenged
by Jorge Heras Jr.
Baldwin
The proposed 2012-13 Baldwin school
budget calls for expenditures of
$119,483,487, a decrease of $494,099, or
.41%, and a tax levy of $86,584,727, an
increase of $2,024,271 or 2.39%, an aver-age
annual residential increase of $177.
The tax levy increase fits within the
state's 2% tax cap, since certain items are
exempt from the cap (pension costs above
2%, for example).
A loss of over $2 million in state aid
over two years, combined with continued
increases and costs (special education,
pensions and healthcare, for example) left
the district with a budget gap of almost
$4.7 million dollars, and $4,693,318 of
reductions have been made to fit under
the cap, most notably a salary freeze for
teachers and administrators ($1.2 mil-lion),
closure of Shubert and Milburn
Schools ($900,000), teacher reductions
($1.185 million) and increased class size
districtwide ($422,500).
Five candidates will compete for two
spots on the school board: incumbents
Mary Jo O'Hagan and Robert B.A.
Schoen, Michael Grannum, Eric Harrison
and Tracy Mahler.
