Freeport school board hears budget update

After holding a 3 1/2 hour meeting at
Freeport High School the previous
week, the April 4 Freeport school board
meeting at Atkinson timed out at just
over an hour. But important matters
were reported regarding the ongoing
process of the 2012-13 budget.
Superintendent Dr. Kishore Kuncham
reported that the increase in state aid in
the newly approved state budget will
amount to $784,000 for Freeport. That,
combined with the decision to defer
$300,000 in revenue until 2012-13, will
leave a revenue shortfall of approxi-mately
$408,000. District expenditures
are now $1,534,707 (or .1.08%) more
than 2011-12, a figure including the cut-backs
announced during the previous
meeting. This would result in a tax levy
increase of approximately $1.943 mil-lion,
fitting the budget under the state-imposed
tax cap (as a percentage, the
rise would be 2.37%, but still under the
cap, as some expenditures are exempt.)
The board will vote on the budget at its
next meeting on Tuesday, April 17, at
Archer Street School, at 7:30 p.m.
Dr. Kuncham also anounced that
Summer Arts Academy would continue
through grant money, and that $200,000
from the capital reserve fund would be
used to maintain Secondary Summer
School, albeit in a modified form.
As regards the cuts announced at
the March 28 meeting, there was news
to report there as well. The Freeport
Teachers Association has persented
the district with a new proposal,
which the district has accepted,
regarding the deferral of salary
increases. The FTA will vote on the
proposal on April 16.
Dr. Kuncham said that FTA approval
of the proposal would restore "lots of
things" including 11 teaching positions
(10 secondary, one elementary) from the
February budget cuts. Elementary
enrichment and full-day kindergarten,
would be returned through restoration of
the teaching positions required for them.
Board President Debra McQuillan
was particularly pleased at the restora-tion
of summer school, and thanked the
FTA for reconsidering its position.
Superintendent Kuncham seconded
this, although warning those in atten-dance
that union support of the propos-al
would only provide relief for 2012-
13, since state funding was already
largely set for 2013-14 and major
changes were not expected. Dr.
Kuncham concluded that difficult
budgeting could be expected beyond
this year.
Public comment
Robin Workman asked for clarifica-tion
regarding summer school restora-tion,
as well as what would happen if the
budget was voted down.
Dr. Kuncham explained another
change in the process - if the budget is
defeated, no increases at all will be
allowed, and another $1.9 million would
have to be cut, calling for possible loss
of clubs, athletics and other teaching
positions.
A student named Michael bemoaned
the loss of positions for accelerated pro-grams,
and urged the board to allow stu-dents
to "keep it at a higher bar."
Board President McQuillan concluded
by telling the meeting that "communica-tion
is the key" between now and the April
17 vote, and that the district and board
were ready to provide accurate informa-tion
regarding all budget related issues.
