Special Price Council
Wydler Requests Ford:
Set Up Federal Monitor
Congressman John W. Wydler (it-New
York) has called upon President Ford to set
up a Special Price Council to monitor rate
increases being requested by public utilities,
such as telephone and lighting companies.
In a letter to the President, Congressman
Wydler pointed out that recent rate in-creases
have been of extremely large size
and have created a great deal of hardship for
the consuming public. "The public is not
convinced that such rate hikes are justified,"
Wydler said. "A Federal monitor would help
to make sure that national as well as local
factors were considered. "I believe it would
be most helpful if the Federal government
were to indicate its keen interest in seeing
that any such rate increases were fully
justified. This can be done by utilizing the
new Council on Wage and Price Stability. I
believe a special section ~ called the Public
Utilities Rate Section ~ should be created to
closely monitor utility rate increases
requested across the country to see that they
are fair, just and not inflationary," Wydler
stated.
The Wage and Price Council was
requested by President Ford and authorized
by the Congress. The Chairman is Kenneth

Rush, and the Executive Director, Mr.
Albert Rees, has just been appointed. "It
appears that the problem of rate increases is
nationwide, and there should be national
input and monitoring of these increases,"
Wydler continued. "The Federal
representative could watch out for the
consumers' interest and carry out the intent
of the Act by encouraging price restraint.
Such involvement on the part of the Public
Utilities Section would be in the interest of
the consuming public and would do much to
reassure the public that the Federal
government was playing an active role in
holding down any unnecessary and un-justified
rate increases."
The costs of electricity, gas, telephones
and water are skyrocketing. The problem is
nationwide and we should be seeking
national solutions. The Public Utilities
Section could attend and monitor hearings on
rate increases, representing and watching
out for the consumer and public interest. Its
main thrust would be price restraint.
I want to get the Federal government
involved. "I believe this would be an im-portant
step in the fight against inflation,"
Congressman Wydler concluded.
Wilson Will
Ask Funds
For Prog.
Governor Malcolm Wilson has
announced to the Helm-Review
that he would request funds at the
1975 session of the Legislature for
a program to encourage volun-tary
cooperation among local
governments to help them
provide less expensive, more
efficient service to their citizens.
Under the program, the State
would help pay the cost of pilot-type
cooperative studies carried
out by two or more local
governments. Such studies would
determine, in specific instances,
the economic and administrative
feasibility of the joint provision of
services by local governments in
order to achieve greater
economy, efficiency and ef-

done so. Special
registration days are
being conducted during
the month of October.
Every local polling
place throughout Nassau
County and the fifth
Congressional District will
be opened for voter
registration on October 10.
The polling places will

fectiveness on behalf of local
taxpayers.
The results of such pilot
studies would provide guidance
to other municipalities interested
in efforts to achieve economy
through cooperation with their
neighbors.
In announcing his proposal.
Governor Wilson told the Helm-
Review :
"The encouragement of
cooperation among local
governments has been a major
goal of the Republican Ad-ministration.
"Such cooperation among local
governments is an important
means of assuring continued
home rule and avoiding the
growth of big government which
threatens local determination
and local responsibility.
"Since 1960, State law has
authorized local governments to
operate and finance together any
service or facility which they are
authorized to operate and finance
separately.**
