HEMPSTEAD EAST ROCKAWAY LYNBROOK MALVERNE
Vol.13 No. 6 S«eofMl~Cla*a UatUr
Post Offie*, Lynbrook, N.Y. LY 3-1300 THE FAMILY NEWSPAPER Wednosday, July 4,1973
Lynbrook Police
Department Realigned
Chief Walter F. Waring, right, listens as Mayor Francis X. Becker
reads the Executive Citation presented to him upon his retirement
after nearly 40 years on the Lynbrook Police Force.
Walter F. Waring has been a
member of the Lynbrook Police
Department since September 25,
1935 when he was appointed a
patrolman. Effective June 29th of
this year, Chief Waring who was
made a Sergeant in 1949, a
Lieutenant in 1951, Acting Chief
in 1954 and Chief in 1955 will
retire.
Taking his place as Acting
Chief will be Lt. Frank Kehr who
has been a member of the Police
Department since 1952. He rose
to the rank of Sergeant in 1960
and has been a Lieutenant since
1963.
In several other moves,
Lynbrook Mayor Francis X.
Becker announced the ap-pointment
by the Board of
Trustees of Sergeant Herbert
Birdsall as Lieutenant,
Patrolman Lee R. Morris as
Sergeant and Probationary
Patrolman Ralph Boccio as a
new patrolman on the Force.
An Executive Citation was also
voted for Chief Waring and he
was cited by Mayor Becker and
the Village Trustees for his
"genuine concern, loyal
dedication and honorable
record." The citation reads in
part that it is in recognition for a
"distinguished example of
outstanding leadership, ability
and inspiration to all his
associates."
Chief Waring, who lives in
Lynbrook with his wife, Mildred,
has four sons - all married - and
eight grandchildren. His record
as a law enforcement officer is as
impressive as it is substantial.
He is a past president of the New
York State Association of Chiefs
of Police (1964-65), has served as
Chairman of the Training
Committee of that Association
since 1959, by appointment of
Governor Rockefeller, has
served as an Advisory Member of
the State Crime Control Council,
is a member of the County Crime
Council, is a member of the
Academy of Police Science, the
National Law Enforcement
Associates, the International
Association of Chiefs of Police
and more. He was a member of
the Rescue Hook & Ladder
Company and in 1961 he was
recognized by the Kiwanis Club
for outstanding Community
service.
Mayor Becker in accepting
Chief Waring's resignation "with
genuine regret" said that his
"exemplary community spirit
and the contribution he has made
throughout the years in the
Village will not soon be excelled ~
and wUl never be forgotten."
And, perhaps that sums up the
feelings of all who worked with
him throughout the years and the
thousands of Lynbrook Villagers
whose respect and admiration he
has earned - as a Police Chief, as
a leader and as a man.
Lynbrook Receives A.A.A. Citation
Lynbrook U.S.A. - as it has
come to be known, has just
received a Pedestrian Safety
Citation from the American
Automobile Association. The
Village of over 23,000 was cited
for a 2-year achievement of no
pedestrian fatalities.
This award, which was for 1971
and 1972 was received by Mayor
Francis X. Becker who said "We
recognize that we've been veiy
fortunate to have ahcieved this
outstanding record, but needless
to say we must continue it." He
stated further "Our Police
Department has always done a
remarkable job and our crossing
guards are very devoted and
diligent in their work. We have a
Citizens Advisory Committee on
Public Safety ~ and they've been
instrumental in this, also. But,
most of all, I think we should
thank all of the motorists of
Lynbrook who have evidently
been exercising a great deal of
caution while they are driving
throughout the Village. Please ~
let's all keep up the good work."
Police Copters
Chase Speeders,
Drunk Drivers
Nassau County Police Com-missioner
Louis J. Frank, con-cerned
over the increasing
number of highway fatalities in
the county has ordered his
department to step up its drive
against drunk drivers.
At a staff meeting with senior
con^imanders Frank told them
lhat the "alarming" increase in
highway deaths was of sufficient
prtmortions to further intensify
th^rive to get drunk drivers off
the road.
The Commissioner noted that
despite increased police activity
there have been more people
killed in automobile accidents
within the police district so far
this year than there were during
a comparable period in 1972.
As of mid-June, 48 persons
have died as the result of
automobile accidents as com-pared
with 39 in 1972 during the
same period of time. This despite
a marked increase in the number
of arrests driving while in-toxicated.
Since January 1st, there have
been more than 2,500 persons
arrested for drunk driving in the
district and projections indicate
that some 5,400 will be arrested
for the entire year. In 1972 there
were approximately 4,300 per-sons
arrested on DWI charges.
"This condition not only calls
for even greater enforcement on
our part," the Commissioner
said, "but a more intensive at-tempt
to make the public aware
of the hazards they face in
