Lynbrook Sues State
Over Revenue Sharing
Making good on his promise to sue New York State if necessary, Lynbrook
Mayor Francis X. Becker and Village Attorney Jay F. Korth filed suit in
Federal Court in Brooklyn for what Becker termed **equitable revenue
sharing.*' The suit asks for the convening of a 3 judge panel to rule on the
constitutionality of the present plan which was enacted in April 1970.

"THE ALL AMERICAN BANJO TEAM" GOES TO WASHINGTON
Mrs. Perle Mesta, the International Party Queen and former Am-bassador
to Luxemburg has engaged the "All American Banjo Team"
to perform at a dinner in honor of the Secretary of the Treasury, The
Honorable John Connally.
A Variety show with leading show business personalities is being
planned at the Shoreham Hotel in the Capital by Mrs. Mesta.
The "All American Banjo Team" winners of the 1969 Schaefer
Talent'Hunt and its Dixieland Backup will leave by chartered bus at
12:00 Noon, Saturday, March 25th from the Lynbrook Village Hall on
Merrick Road and Columbus Drive. The Mayor of Lynbrook, U.S.A.,
The Honorable Francis X. Becker will see the team off.

Martin Delegate

Edward J. Martin has just
returned from Washington, D.C.
after attending the 1972 Young
Republican Leadership Con-ference,
Martin was nominated
to represent Lynbrook at the
conference by Lynbrook GOP
Leader, Mr. Robert G. Becker.
The conference, which was
attended by more than 1500
Young Republican delegates
from across the nation, was
geared towards training the YR's
in the art of campaigning in
preparation for a Republican
victory at the polls this
November.
The delegates were addressed
by many prominent Republicans
including Vice-President Spiro T.
Agnew, Governor Nelson
Rockefeller, Senator Barry
Goldwater, Senator William
Brock, Senator John Tower and
George Romney, Secretary of
Housing and Urban Develop-ment.
The conference was held in the
Sheraton Park Hotel in
Washington, Wednesday, March
8 through Saturday, March 11.
The Y.R.L.C. is a yearly event
sponsored by the Young
Republican National Federation
and the Republican National
Committee.

The basic complaint, according
to Attorney Korth, is that "cities"
now share in an extra 9% of the
total state personal income tax
collections. On a per capita basis,
the cities receive total payments
at ihe rate of $8.60 per capita, but
towns and villages and counties
get considerably less. Lynbrook
receives $3.60 for each resident.
Mayor Becker also pointed out
that there are 32 "cities" in the
state with a population smaller
than Lynbrook and he said this is
"clearly a blatant exaltation of
form over substance." To make
his point even stronger, Becker
pointed out that the city of
Sherrill, N.Y. with a population of
only 2,986 people received nearly
$98,000, while Lynbrook with a
population of almost 24,000
received only $120,800. in state
aid. He added "Let's not forget,
either, that Lynbrook furnishes
municipal services equal to, or
greater than, those of most cities.
This is the culmination of a
fight that Mayor Becker has
waged for over a year and a half,
and he is confident that the
Courts will rule in Lynbrook's
favor.

personalities of Lynbrook, U.S.A.
and the entire Tri-Town area is
Hazzan or Cantor of
Congregation Beth David and a
truly remarkable gentleman.
Singing and his deep love of God
have been so much an integral
part of his life from his very
earliest years, he was once called
another David, the sweet singer
of Israel and was a child Cantor.
His sincere love* of people,
especially today's youth shines
forth from his face and he is a
trim 5 ft. 9 inc. with very ex-pressive
brown eyes and brown
hair. His understanding and deep
compassion for others is a vital
part of the man and he is the type
of person who has instant em-pathy
with 99% of the people he
comes into contact with.,
Hazzan Shapiro, a long-time
resident of Lynbrook is a native
of Passaic, New Jersey! where he
was born to the iate Joseph
Shapiro and his mother, Ann, who
still lives in Passaic along with
his two brothers, William and
Irving. He pays tribute to his
wonderful mother and father for
their love, understanding and
training during his growin-up
years and stated, "They just
threw away the mold, when they
created my mother."
From his earliest remem-brance
his father took him to the
synagogue and he has been
singing in his remarkable fine
voice both in choirs and before he
could actually read and write at
the age of five. He conducted the
entire service for his own Bar
Mitzah. He received his High
School diploma from the
Talmudic Academy of N.Y., and
graduated from Yeshiva College
of Yeshiva University with a B.A.
in 1948. At the same time, he also
studied at the Teachers Institute
of Yeshiva University receiving
his B.R.E. and M.R.E. and was a
Candidate for Masters Degree
from the Jewish Theological
Seminary. He is a member of the
Cantors Assembly of America
and served on the Executive
Board 1961 to 1968, the
Metropolitan Principal Council
United Synagogue of America,
Holder of Jewish Education
Committee of N.Y. Hebrew
Teachers License and a member
of Modin Lodge 1153 F & A.M. - ist

Nassau - New York City of the
Masonic Order,jafiJi4S been a
member of
David for
his 25th year there. He was
married on Nov. 6, 1948 to his
beloved wife, Millicent and the
couple have two fine children,
Ronnye Ellen, age 22, and a
beauty and Marilyn Dee, age 18.
The close and loyal support and
love of his good wife, "Millie" has
been one of the great inspirations
of his life. He calls her a queen in
every sense and stated that she is
full of compassion, un-derstanding
and humility. He
likes everything his wife cooks
•and puts before him and claims
that all her meals are works of
art.
One of the most moving events
in his life was the day he walked
his lovely daughter down the
aisle to become Mrs. Howard
Varsov at Beth David and she
became the wife of this fine
young son-in-law.
His hobby is singing and
composing and playing at both
the organ and piano. His main
regret is that he could not devote
even more time then he did in
enjoying his own children and
spending more wonderful hours
with them. He thoroughly enjoys
young people and children and
has a close bond and rapport with
the teen-age group. The in-teresting
thing is that he treats
everyone with gentle respect

Frank J. Becker to Award Scholarship
The Frank J. Becker
Educational Foundation will
again award a $500 scholarship to
a 1972 high school graduate who
is a Lynbrook resident. This
scholarship which has bepn
awarded annually since 1958 was
established in honor of the
Honorable Frank J. Becker who
represented this District in the
New York State Assembly and in
the United States Congress from
1945 until his retirement in 1964.
The award is based upon
scholarship - outside interests
and activities - and upon financial
need. Rules and application
forms can be obtained through
the students' High School
Guidance Department; by
contacting the Chairman of the
selection committee, Harry W.
Bunting, 46 Vincent Place,
Lynbrook; or Robert J. Becker at
Frank J. Becker Inc. 173 Earle
Avenue, Lynbrook.
Applications will be accepted
up to the last Friday in April this
year. The final selection of the
winner and runner up will be
announced late in May or early
June.
