Tlie decision of the court in the Manhasset Case is another
proof of the validity of TAP\s contention that educational author-ities
mav not assign children to one school or another merely be-cause
of their race, it was stated by Howard Williams, TAP
Board Member. "Judge Zavatt found that in Manhasset, children
of various races were assigned to certain schools under a deliber-ate
policy of racial containment. As a result of the policy, two of
the schools in that area were 100% whiee and the otlier 9()'o
Negro. He specificallv stated that this situation was not a matter
of racial [balance, which is not recjuired by law, but of segrega-tion,
whicli is illegal." Reardon said.

Hehu-Review on the Nhmhass(>t case
Williams went on to say: "Commis-sioner
Allen's investigating board
found the facts in Malverue to be
exactly the reverse. It stated: "No
evidence was fomicl of any delib-erate
action by the Board to create
artificial school /ones in an attempt
to contain the Negro school popula-tion.
On the contrary, the only
cliange that has been made in long
(;stablished boundary resulted in the
transfer of Negro pupils from Wood-field
Road to the other two schools."
It also stated that our attendance
areas are "of suitable si/.e, as com-jiact
as possible, and place the ma-jority
of children withui convenient
walking distance of their schools."
These are findings of fact.
"All men of good will are hopeful
that the Manhasset School Board
will devise a plan which will end
segregation as definetl by Judge
Zavatt. At the same time, it must be
remembered that difliculties will
arise if the plan will involve co-ercive
t r a n s f e r of children from
