East Rockaway Board Report

The large background
painting of Hewlett Bay in
the Bay Exhibit of the Grist
Mill Museum was being
worked on by volunteers
from students of the East
Rockaway High School
Adult Education art class,
when a tall, grey-haired man
came to visit.
"Maybe I can be of some
help." he said, "I've done art
work."
One of the workers whis-pered,
"Why not let the old
man do some 'thumbnail'
sketches, and well see what
they are like."
The "thumbnail" sketches
and fmished paintings are
now among the Museum's
prized possessions.
Richard Kappler,
Museum consultant for the
Town of Hempstead, visited
the Museum last Spring to
see about setting up a Tool
Exhibit. At once he noticed
the Coester paintings, and
wondered where we had
gotten them and who
painted them.
"They are excellent." he
said, "Not only good work-manship
but they explain the
story of fishing and clam-ming
in the Bay, He has also
done the ones near the Farm
Exhibit depicting how the
farmers came to East Rock-away
to gather the salt hay.
You are fortunate to have
them."
Since that time special
lighting has been placed
above each work of art to
enhance its beauty.
A number of years after
the Museum had opened,
Mr. Coester was dying and
asked ex-Mayor Arnold
White, a Mr. Gallo of the
library, and Mildred Roe-mer
of the Museum to his
bedside to donate some of
his on paintings. He ended
giving one to Mr, White,
none to the library, and the
remainder to the Museum.
He explained, "I wanted
to donate some of my val-uable
research material to
the High School or to the
Village library, but neither
would store it for the use of
future artists. Mrs. Roemer
was able to have all placed
in the research library in
Eisenhower Park, so the
Paintings will go to the
Museum." ^
All of his oils of scenes of
East Rockaway are in the
Davison Office area. Also, in
a wall case across from the
office is a Coester painting
of a pirate. This was the
work that gained him
entrance to study at the Art
Student's League in New
York City when he was a
teenager.
The regular meeting of the
Board of Trustees was held
on August 14, 1989 at the
Village Hall. There being no
officer present, Mrs. Rand
read the report of the activ-ities
of the 4th Precinct for
the month of July as follows:
10 arrests (2 D.W.I., 2 crim-inal
contempt, 3 assault
third degree, 2 harassment,
1 insurance fraud/grand
larceny); 143 moving and
177 parking summonses
issued; no A.B.C. referrals;
30 accidents with 16 injured;
4 major crimes reported (1
burglary of residence, 2
burglaries of businesses and
1 burglary to East Rocka-way
High School).
The Mayor reported
attending the Oceanside
Parade on August 12th and
indicated that he was proud
of the appearance and par-ticipation
of tljc East Rock-away
Fire Department in the
parade. He also reported
attending the Cultural Arts
and Crafts Fair which due
to inclement weather was
held at the Bethany Congre-gational
Church instead of
Memorial Park. In view of
the weather, the fair was well
attended and he compli-mented

East Rockaway
Trade Association
AWARDED. Mr. C.A. Busch of 8 Howland Road, East
Rockaway was presented with a Letter of Appreciation for
Accident Driving. Mr. Busch a Motor Vehicle Operator
for the United States Postal Service, Western Nassau
General Mail Facility-Vehicle Maintenance Facility,
attained five (5) continuous years of on-the-job accident
free driving. The award was presented by General Manager
Carl F. Bothe who said, "The extra care and diligence shown
by Mr. Busch helps make the roads safe for himself and
the public."
The Board of Directors,
has been busy this summer
putting together By-Laws
for our organization, along
with getting things under
way for a Holiday & Mem-bership
Committee.
Going forward we will be
known as the East Rocka-way
Trade Association, Inc.
The Board of Directors
will be meeting again on 8/
31/89 to tie up loose ends
and prepare for the general
meeting on 9/7/89 which
will be a breakfast meeting
at 8:30 A.M. at Golden
Coach.
We will be discussing
among other things, a Holi-day
Committee which will be
in charge of placement of
trees and lights throughout
town and decide on approp-riate
time to do so.
A Membership Commit-tee
will scout the town for
new members, as we are still
in need of members. The fol-lowing
is a list of our mem-bership

Tolmach and the Cultural
Arts Council for such a
pleasant day.
Chief Gibson reported on
the activities of the Fire
Department as follows: 13
general alarms, 7 still
alarms, 2 investigations, 53
rescue calls, 3 mutual aide
rescues (2 in Lynbrook and
1 in Oceanside) 7 training
sessions, and participated in
parades.
Lieutenant Gewanter
reported on our Auxiliary
Police Unit 111 as follows:
99.30 man-hours served (7
man-hours expended for
court duty); attended 3
rescue calls; 219 miles tra-veled.
Mrs. Rand read the report
of the Department of Public
Works. 690 tons of garbage,
49 tons of rubbish, 44.61
tons of newspapers and
11.05 tops of recyclables
were collected; the street
department swept about 200
miles of streets; installed new
handicap ramp at rear of the
Library; replaced sidewalk
adjacent to Muniqipal Field
#9 on Atlantic Avenue.
Mrs. Roemer reported
that the Gfist Mill Museum
is being well attended and
that more exhibits are being
added: She stated that the
Huckleberry Frolic has
brought in revenues in
excess of $2,500 and more
to come. The Mayor intro-duced
Mary Gibson and
thanked her for her assist-ance
as Co-Chairman of the
Gjrist Mill Committee.
Special Exception: Exxon
Oil Company, USA. Mayor
Shaw stated that the purpose
of the meeting is to render
a decision on the special
exception application ten-dered
on behalf of the Exxon
Oil Company. No one wish-ing
to speak in favor of the
application, the application
was denied for the following
reasons: The applicant's
request is a substantial
departure from the stand-ards
of the existing ordi-nance,
The Exxon Oil com-pany
USA has alternate
systems for signagfc that will
more readily coitform with
ordinance standards;. The
Board of Trustees is inter-ested
in maintaining aesthet-ically
pleasing roadways and
communities and to grant
the applicant's request will
not accomplish that goal.
The granting of the applica-tion
will not be in harmony
nor permit the general pur-poses
of Chapter 288 of the
Village Code.
