New Recreation Center To Be
Dedicted To Judge Frank Gulotta
BACK TO SCHOOL. Mr. John Van Houten, President of
theJBast Rockawav School District and Lewis Thaler, Pres-ident
of the South Shore YM-YWHA, sign a lease for the
East Rockaway School District to use a floor of the Y as an
elementary school. The East Rockaway School was des-troyed
by fire. They wil! make use of the school for approx-j
imately i'/2 years.
Parking Regulations Explained
A public hearing was held
prior lo the regular meeting
of the Ea.st Rockaway Vil-lage
Board on Monday,
February 10, 1986, so that
residents could discuss the
Board's proposed changes in
parking regulations through-out
the Village.
Mayor Theodore Rein-hard
explained that the rea-son
for the public hearing
was to consider an increase
in the fees being charged at
the various parking meters
throughout the Village. He
noted that additional park-ing
meters will be installed at
the Ocean Avenue parking
lot south of the railroad, and
contined by stating that the
change will be from 25c for
12 hours to 25c for 3 hours.
Much c o n c e r n was
directed to the affordability
of the change in parking
fees. Trustee Anthony San-tino
pointed out thatgiven
the increase in the annual
parking permit available to
Village residents, the per-day
cost of parking
amounted to only 29c.
Mr. Phil Christ, President
ofthe Cape Cod Homeowners
and representative of the
Bay Park Civic Association,
petitioned the Board to con-sider
alternative parking
measures for residents of
Bay Park, who, while not
technically residents of the
Incorporated Village of East
Rockaway, have utilized the
parking facilities in town for
many years. Bay Park resi-dents
currently cannot park
at the Long Island Railroad
station without a permit.
and there are just a few non-resident
metered parking
spots available each day.
The Board assured Mr.
Christ that it would investi-gate
the situation so as to
afford an equitable remedy
for all Bay Park residents.
It was . noted that a
number of associations are
preparing a survey of the
usage of parking facilities in
East Rockaway which will
be submitted to the Village
Board at a later date.
In" other matters, the
Police Department reported
for the month of January 6
arrests, 125 moving viola-tions
and 262 parking viola-tions
issued, 27 accidents
and one major crime at Jiix-s
o n ' s Pub. The Fire
Department reported a total
of 71 rescue calls, 426 man-hours
expended, 8 general
alarms, 4 still alarms, 2 dis-trict
calls, 21 training ses-sions,
and noted that 99 men
fought the fire at Rhame
Avenue School for more
than five hours each. Ser-geant
Gewanter o f t h e Aux-iliary
Police reported 354
miles patrolled, 4 rescue
calls, two fires, two motorist
assists, and a total of 217
man-hours.

approved a request from the
Huckleberry Frolic Com-mittee
to use the Village Hall
Basement on March 12, as
well as a request from the
U n i t e d C e r e b r a l Palsy
Association for "Tag Days"
to be held on April 18, 19
and 20 in the Village. The

and the Lynbrook Village
Board has announced that
the new recreation building
at Gries Park will be dedi-cated
to formerludge Frank
A. Gulotta, a longtime and
distinguished resident of
Lynbrook. The "Frank A.
Gulotta Recreation and
Senior Citizens Center" will
be officially dedicated on
Sunday, February 23, 1986,
at 3:00 P.M.
Mayor Geier. in making
the announcement said, "it
is a d i s t i n c t honor to
announce the completion
and opening of the new
receation and senior citizens
building at Greis Parfc. It is
e q u a l l y an honor to
announcf that thr htiilding
will be dedicated to Judge
Gulotta, who exemplifies
the spirit, integrity and dedi-cation
of our community."
The recreation building
had been under reconstruc-tion
since last year, as part of
the Mayor's plan to enlarge
and improve the recrea-tional
facilities and pro-grams
at Greis Park. Plans
for the new project include
the new enlarged building
and patio, a children's play-ground
and site inprove-ments
to parking and picnic
areas. The project was
begun in 1983, under the
Mayor's appointed Citizens
Advisory Committee, that
made recommendations on
how to improve the Village's
recreational facilities.
Village Trustee Norman
L. Dreyer, who has overseen
the construction project
over the past year, said,
"The new building repres-ents
a tribute to an outstand-ing
citizen of our commun-ity
and an opportunity for
all our residents to avail
themselves of a magnificent
new facility which, in every-t
h i n g , e n h a n c e s our
Village."
All residents have been
invited to join the Mayor,
Board of Trustees, other
g o v e r n m e n t a l o f f i c i a l s,
honored guests and friends
of Judge Gulotta at the Ded-ication
on February 23,1986
at Greis Park. The ceremo-nies
and inspection of the
building will be held from
3:00 P.M. to 5:00 P.M.

Geier Announces Sale of Old Village Hall

At the Lynbrook Board of
Trustees Meeting held at
Village Hall at 8 p.m. on
February 3, 1986 the good
news related by Lynbrook
Mavor Bill Geier was that
the" old Village Hall had
been sold for the sum of
$1,275,000 to Henry Nor-man
Assoc. for the construc-tion
of a new four-story
office building with retail
stores on the main level. The
property will now be an
asset to the village from tax
revenue upon its comple-tion.
The Board approved
the sale subject to a review of
the building plans by the
Lynbrook Architectural
Board of Review.
The United Cerebral
Palsy'Assoc. was given per-mission
to solicit money for
the benefit ofthe famed C.P.
Center on Friday, April 18th
from 3 to 9 p.m. and on Sat-urday,
April 19th from 9
a.m. to 6 p.m. Teen residents
will solicit for funds in the
village, giving out rainbow
tags to those who contribute.
A Public Hearing was
held to amend Local Law,
Chapter 240-52, regarding
time limits on municipal
parking. This was done to
enact enabling legislation to
be able to enforce the
changes in the Code.
A Public Hearing was
next on the agenda regard-ing
Local Law, Chapter 126-
34 regarding fire prevention
and a complete explanation
given by Lynbrook's able
Chief Fire Inspector
Michael Chiaramonte as to
the work and status of Lyn-brook,
which is known to
insurance people as "Asbes-tos
City" because of bur
excellent fire prevention
record. The Bureau of Fire
Prevention needs "Fire
Zones" and designated "Fire
Lanes" explaining specifi-cally
the distance in business
area rear entrances for cars
to park to leave enough
space for fire vehicles to
have the ability to run their
fire lines or hoses into build-ings
and also to allow the
possible escape of people in
the interior of a business
place to leave by the rear
exits without danger. He
explained that if a car or cars
were too close to a rear door,
it would be possible for
many people to panic in a
rush for the exit if there was
not adequate space or room
to clear the back entrance.
The Board approxed the
amendment to the Fire Code
and now the Fire Inspectors
as well as the Lynbrook
Police will be able to give
out summonses for violation
of this Code, with possible
fines of up to $250. The Fire
Inspectors will study and
designate the Fire Lanes and
Fire Zones.
The Board approved the
use of $2,500 to change the
lighting bulbs in the exterior
perimeter ofthe Village Hall
and the Police Department
to new fluorescent bulbs and
fixtures, which will also be a
savings as well as giving
more actual lighting.
The Board of Trustees
approved the signing of the
S E Q R A r e g a r d i n g the
Town of Hempstead Solid
Waster Disposal Contract.
This had to be done under
the New York State Envir-onmental
Review Act stat-ing
that the new contract
would not in any way have a
harmful impact on the Vil-lage
of Lynbrook. Before
the Town of Hempstead can
utilize and upgrade the
Garden City Resource Rec-overy
Facility Unit, this
provision of the New York
State Law had to be com-plied
with. The 20 year con-tract
with the Town of
Hempstead is an inter-c
o m m u n i t y agreement
between the Town and var-
