Freeport budget revote discussed

The June 2 Freeport school board meeting at Atkinson School was dominated by presentations of the 2004-2005 budget that was voted down by a margin of 127 votes.
These presentations of the proposed budget are critical because Freeport residents have the opportunity to re-vote this budget on Tuesday, June 15.
Superintendent for Business Kishore Kuncham addressed which programs would be removed if the contingency budget is accepted and the proposed budget is voted down for a second time. The proposed budget compared to the contingent budget results in $3.4 million in required cuts.
"The programs lost would be devastating. They are critical not only providing healthy after-schoo] and weekend activities, but are also critical in the college admissions process," stated Mr. Kuncham.
Mr. Kuncham revealed that "it does not make me proud," when noting that Freeport is
the 44th lowest district out of 46 K-12 in per-pupil spending. He did, however, believe that this fact illustrates that the budget is being stretched as much as possible.
The programs that will be reduced, unless the proposed budget is passed on June 15 include equipment, supplies, extended instructional opportunities, and required hiring of five to six teachers. Extended instructional opportunities include elementary Summer school, secondary Summer school, community school, driver education, and Upward Bound and Operation Get Ahead. Field trips and athletics and co-curricular activities would also be cut by $338,000.
State aid has been shrinking as a percentage of Freeport's budget, from 39 percent a few years ago to 32 percent currently, according to the boards question-and-answer literature on the budget.
The contingent budget includes teachers' salaries and ordinary contingent expenses. These ordinary contingent expenses are defined as
