Freeport school taxes may rise 9 percent

The Board of Trustees members continued their discussion of the Freeport School District's proposed $112.77 million 2004-05 budget at their March 10 meeting, focusing on the administrative and program expenses. The board's previous budget review was February 25.
The proposed budget is about $7.6 milhon higher than the current year's total, representing a 7.2 percent increase, a percentage similar to those of recent years.
Assistant Superintendent for Business Kishore Kuncham, reviewing each Une item of the two components, said total property valuation and certified base proportion totals were not yet available, but the proposed average tax rate would be about 9.07 percent higher and that the average home would se6 an increase of about $418 in taxes.
Major factors attributing to the higher budget are health ' costs and retirement expenses mandated by the state for . district personnel. School officials warned next year's costs would go even higher. Mr. Kuncham said the district would look into the possibility of self-insvu^ance "for those
retirees wanting to sign up for it" as a means of keeping down costs.
During public coimnent, Alan Jay complained of the increasing costs and the "ruinous contract of the teachers union." , ,
He suggested that all educators, like other professionals, "pay for their own health and dental services.
"We're taxing ourselves info obUvion," he said.
According to district figures, the administrative component amounts to $13.73 million, an increase of $776,000 over the current year's budget.
Employee benefits account for $404,000 of that total and regular school supervision costs add another $232,000. This year's percentage increase in this category is about 2.5 percent. Mr. Kuncham said additional hikes next year could be between 5-6 percent or more.
Administrative costs cover 14 expense categories: the Board of Education, district clerk, district meetings (including election expenses), superintendent's office, finance and business administration, legal services,
