The TerzulUs also have three daughters,
Valerie, Aimee, and Giiia.
According to the blond-haired,
brown-eyed twins' grandmolher, Sarah.
Bracco, the boys are very bright in
school and are very good in all sports.
The wife of Captain Ben, Mrs. Bracco
is herself a twin. Her sister is Rose

Law stiffens on drug crimes
, -New York legislators have passed a
measure expanding the state's drug
seizure law, giving state and local
"authorities'more power to seize money .
and property connecud to dhig crimes.
Though the state first,enacted a
scizu/e law in 19S4,\Assemblywoman
Eariei* Hill said changes vreie needed
because it didn't go far enough to put
drug dealers out of business.
' "If we only seize their vehicles and .
buy^mooey, drug dealers'chalk it up as
overhead," Ms. Hill, said. "If, a dealer
has to risk Itising a business and
possibly their home, then dealing •.
becomes less attractive."
- What is perhaps the legislation's
most far reaching iminovement is the
increased power it gives police
' agencies for seizing dealers'.homes and
other property. Under the old law,
property could not be seized unless
prosecutors could prove it lepresenied
the "proceeds" or , "snbsliluled
, proceeds" .of drug crimes. But once the
new, measure is enacted prosecutors
' will be able.to confiscate properties
used fM'drag dealing and production.
The new HiU-backed -seizure
legislation (A12141) covering felony
drug crimes improves on the 1984
seizure law. By creating a "rebuttal
presumption" it broadens the criteria
•for seizing.drug pronts-meaning
money found in the viciniiy of dixigs or
drug operations is presumed to be drug-related,
and therefore open to seizure.
Though legislatibn-in order tO avoid
constitutional challenges-keeps the.
burdcii of proof on the prosecutor, the
dealer must prove the money was;
gotten from sources other than drug
dealing in order to get it Uxk.'

before an'arrest, confiscating law

' • .The state will reinvest the capUircd
money in fighting the drug war. Drug
busting police agencies will get a
greater share of the assets-they
, confiscate. The.money will provide
additional funding above and beyond
department-budgets which localities
can use for hiring more officers,
improving jails, strengthening
prosecntioa efforts andimplemeoting
new drug fighting progran^.. One-lhird
of the confiscated funds'will pay for
drug rehabilitation.
