According to Hempstead Presiding Supervisor Joseph
Mondello and Councilman
Martin Bernstein, the and roads that is. second-contract

installation of an improved
drainage system
and for the restoration of
the trench areas along the
;outh side of Thomas
Avenue from east of Mil-burn
Avenue to Milburn
Creek.

, . "Accordingly,
Hempstead's government
strives to ensure thaf our
town's more that 1750
miles of roadway are kept
smooth and in optimum
operating condition. The
road project which we are
announcing today is just
one example of the town's
commitment to maintaining
a network of streets
to-.none."
The contract also contains
provisions ' for" the
construction of new curbs
and drive^yay aprons, new
asphalt pavement and the
restoration of disturbed
grass areas. This portion
of the project encompasses
the streets bounded by
Merrick Roa^ ..on,, the
iiorth. Church" Street' on
the south, Carl and Harrison
Avenues on the east
and Milburn on the wesl.
Although all measures
will be taken to maintain
access to the roadways
under construction, residents
can expect some
temporary inconvenience
due to the nature of the
work being performed.
The project is expected'
to be completed by the
fall of 1987.

known advocate for the
right of females to have
abortions and for birth
control, spoke before the
Freeport Chamber of
Commerce at that organization's
luncheon meeting
Tuesday afternoon, June
2, at Essex House Cafe,
Atlantic Avenue, Freeport.
During his remarks,'Baird
promised that he' would
bring his educational
messages - all- - over • -Long
Island, particularly mentioning
Baldwin, where he
had been denied a forum
two years before.
Baird's talk, which he
himself categorizes as being
primarily on freedom,
drew little disagreement
froin the group, although
attendance was, the.
speaker himself admitted,
less than he usually pulls.
But Baird carefully
pointed out that he
doubted that anyone in
the- audience"knew -what
his personal stand on

CD Proposals
FREEPORT - The Village
Board of Trustees
adopted the recommended
Community Developinent
(CD) • program for . 1987-
1988. This 13th year of
CD funding will see the
I village's Community - De-j
velopment Agency (CDA)
• the recipient of S'140,000.
The recommended allocations
are:' 550,000 for
residential rehabilitation
(loans and grants);
SIOO.OOO for commercial
rehabilitation (facade improvement
. grants);
$70,000 for urban redevelopment,
covering costs
of acquisition, relocation,
demolition and disposition;
$66,000, economic development
(to be added to

Supervisors for consideration
at its next tegular
meeting scheduled for
Monday, June 8.
If enacted, into law,
parts of the program
would supersede "the Village
of Freeport's already
promulgated conservation
measures. According to
Freeport Village representatives,
more restrictive"."'

laws.
The Freeport ordinance,
which went into . effect
immediately following the
Village Board of Trustees'
vote at its March 23rd
meeting, prohibits lawn
irrigation and/or sprinkling
between 9 am and 5
pm each day.
Gulotta's proposal, if
adopted, would restrict
lawn sprinkling to an
odd/even day basis, depending
upon house number.
In addition the sprinkling
would only be permitted
prior to 10 am or
after 4 pm. While Freeport
residents are presently allowed
to sprinkle two less
hours per day than under
Gulotta's proposal, they
are permitted to water •
their lawns every day, if
they so desire. Under the
proposed County plan they
could water only every
other day.
Residents of Baldwin-, an
unincorporated area
within' the Town of
Hempstead presently have
no .restrictions in their
water usage, although the
Town has recently said
water usage must be curtailed.
Gulotta has explained
that the development of
his plan follows extensive
research by the County
and its consultant, CH2th
Hill of Restori, Virginia,
iacludipg interviews with
water purveyors, major
users and representatives
from other parts of the
country.
'What we have done,'
said Gulotta, 'is take the
most successful and prac-.
tical aspects of this investigation
and mold them
into a plan which suits the
unique needs of the Long
Island region where our
