Proposed School Aid Called Disaster

FREEPORT/BALDWIN - Two heavy snow storms hit
the Long Island area within five days of each other,
compounding the problems more than 150,000 Long
Island Rail Road commuters were having because of a
strike.
. Fortunately, however,
astrological conditions
were more positive during .
the storm and no heavy
flooding was reported in
waterfront areas.
With another storm •
anticipated for this
Friday, January 30, the
Village of Freeport is
reminding its residents
and business persons that
sand bags are:available to.,
help them in case of flood
conditions.
If Friday's storm brings
north .'-east ...winds a^d .
comes • during high tide,
which is expected to be
higher than usual,'
flooding could occur.
Empty sand bags, at
three for Si,' may be
obtained • at the Village's
Department ' of Public
.Jtorks, _ on Albany
AvenueTTveekdays, 9 am -
4 p_m, when flooding-conditions
are predicted..
Saiid will be supplied by
the village, but those
piirchasing the sand.bags
must bring a shovel to use
for filling the bags.
The most recent snow
hit Long Island this past
Sunday night, January 25,
and caused ' several
cancellatioos on Monday.
Baldwin and . Free(>ort
schools and libraries were
ctosed. Village Hall
remained - open and
- reportedly at least- 90% of
the en\ployees made it to
work that morning, but
the 7:30,pm Village Board
meeting was cancelled.
Richard Mitthauer, the
village's Assistant
Superintendent of Public
Works in - charge of
highways said that he had
men reporting as early as
3 am Monday in order to
hook"Up-the snow -plows."
All the crews reported in
by 6 am and were out. th^t
day and all Monday night
into Tuesday morning.
The winds caused much
snow to blow ^yhich
increased the difficulty of
cleaning off the roads.
Mayor Dorothy Storm
declared. a . snow
emergency at 12 noon
Monday. ' According to
official reports only one
fire . was reported during'
the storm, a small on.e on
Helen Avenue.
• Freeport and Baldwin
commuters struggled to
get to work during . the
two storms just as the
residents of all other Long
Island areas did.
At this time, it appears
that because of
Congressjpnal action the
trains' will be, back on
schedule by next Monday,
February 2 but,, for the
past nearly two weeks,

have announced their support
for current fundrais-^.-
ing efforts to assist the
three children of Mr. and '
Mrs. Cesar Alvarez Sr.
The' Freeport couple died
after the family was
pulled from their van,
which had skidded on ^ ice
into a Connecticut River
on January 19.
. Efforts to raise money
for the children began
with School. District Su- .
penisor'-bf..Buildings and~
Grounds' John Tempone.
Alvarez,'^40, had been .a
. custodian at Freeport High
School.

Cesar Jr., 8, a student at
Archer Street School, has
returned to Freeport after
a. short hospital stay.
Mark, 12, a seventh
grader at Dodd. Junior
High School, and Isalia. 4,
who attends Uli Hello Day
Care Center in Freeport,
remain in a' Connecticut
hospital.
A funeral Mass for Alvarez
and his wife. Carmen,
^32, was held at Our
Holy Redeemer Church on
January 26.
In their joint statement,-
Mayor Storm and Dr.
Bierwirth said, "We are
aware • of Freeporters'
generosity towards others
in (he past. We are sure
that spirit will come for-ward
again to help these
children who have suffered
a devastating loss.
and face a long term period
of emotional .and
physical recovery. Knowing
that their neighbors
care will go a long way

civic associations, service
clubs, fraternal organizations
and religious groups
to consider coming to the

Sen, Levy To Fight Plan
ALBANY- The bottom line increases in state aid,
earmarked for the Freeport and Baldwin School Districts
under Governor Cuomo's 1987-88 budget, have met
..with, opposition by -State -Senator-^4ormai»-^J—Levy and
Superintendents of Schools Dr. John E. Bierwirth, of
Freeport, and Dr. RoUand
W, Jones,'of Baldwin.
Levy called the budget a
'disaster for local school
districts, its school
children - -and taxpayers,*
and said that ' if the
Cuomo plan were enacted
it would cost Nassau
County school districts
more than $3.6 million in
State-Aid; to Education.- -•••
Figures released last
week indicate that, if
Cuomo's pfoposal was
enacted into, law^ the
Freeport School District
could receive a bottom
line increase of $1,538,977
or 9.38%, and Baldwin a
$576,444 or 5.47%
increase.
Last year, Freeport
received . increases of
$2,283,907 or 16.1% and
Baldwin received
. $765,278, or 7.2%.
Dr. Bierwirth,
cominenting on the estimated
figures, called the
over-all increase for
Freeport 'a drop in the
bucket,' and noted that
much of it would be in
categorical aid, rather-^than
• operating costs, and could

Bierwirth added, would be
money to reimburse that
which the district has

'Council meeting last week.
Dr. Jones aired his objections
to the Governor's
. proposal. He also said
that the incre^e proposed
for Baldwin is not an
increase in operating aid!
but rather in' categorical
aid, such as transpojtation
costs. Jones said the
School District would be
.sending representatives to
a . meeting called - by
Senator Levy.
Bierwirth also indicated
that Freeport would be
