. BALDWIN - At a special open meeting of the Baldwin library Board
of Trustees held Monday evening, April 29. the board formally adopted
a resolution to attempt to acquire the soon-to-be vacant bank property
adjacent to the library. The unanimous decision came only after
lengthy discussion, attempts to interpret existing community reaction,-

With notes before them based
on legal advice given to them
concerning the process of acquisition
^ whether through
purchase or condemnation and
then purchase.— the trustees
outlined a step-by-step process
which must include public information
as well as-a public
hearing. It was noted that it is
important to first secure a proper
"fair value" appraisal so that
both the trustees and the community
would have a cfear idea
of what acquisition as well as
. renovation would cost; It was
agreed that any such acquisition
would include renovation plans
for prompt use, of the space by_
thelibrary.
Noting that any public discussion
of cost at this point 'a
premature and would "Up their
hand" relative to negotiating
with the bank, the trustees explained
the need for executive
session discussion of dollar
figures once that information becomes
available. They noted,
however, that a public hearing
and a referendum for voters
to approve any financial outlay
must precede any formal offer
to the batik.
If such an offer were refused,
the library would then still have
the option of filing a petition to
judge. would decide the fair
market value of the property. •
In-discussing such an event,
the trustees noted that their
own appnusal. the bank's appraisal
and any dedsion by the
Judge would be close in dollars
since all would be employing the
service of professional condemnation
appraisers who would be
using the same parameters to.

BALDWIN - Negotiations
between BOCES and the Town of
Hempstead are presently underway
for renewal ot the lease for
BOCES' school in Baldwin Har-
. bor.
According to a town repre^
sentative, the original 20-year
lease runs until 1990. and is renewable
-every five' years at
BOCES option. ' -
In recent-years, however, the
security in and around the school
has created a controversy with
neighborhood residents, who
have ooinpIiUned that students at-the
fadHty can easily arid "'frequently
do leave the bdlding.
They have expressed concern
about the young peoples' acUoits
in the neighborhood, noting that

The Town,'"on the other hand,
has taken the position that their
legal recourse is to see that
BOCES "adheres to the letter of

Library will hold a "Day of Celebration''
on Sunday, May 19, in
honor of its dedication.
The festivities will begin at
12 noon with The .Arts Council at
Freeport's Book and Author
Brunch featuring novelist Thomas
Fleming and actress Marian
Seldes.
The library's Open House will
begin at 1 pm with a variety of
entertainment for the entire
family, including downs, mimes,
balloons, music and- refresh-ments-'.'

The day's activities will con-dude
with a concert by noted
musician Naomi Dmcker and the
American Chamber. Ensemble
sponsored by the Nassau County
Ofiice of Cultural Affairs.
Reservations are required for
