The Tovni Board had heard
both the petitioner and opposing
residents at a meeting held on
Augitst 28 and bad reserved
dedsion, suggesting that representatives
of the First Farrell
Croup, which wants to purchase
the properly, meet with local
residents hi an attempt to ma
out their differences.
The original plan called for
the construction of 76 units. Area
residents concerned about population
density and traf&c, had
suggested that this be cut by
50%. •
Under the newest proposal
submitted, 70 units will be
built, as well as 140 parking
sUlls, 17 less than in the original
plan.
The other changes worked out
by the builder, after meeting with
residents, include providing
speed bump at all exits; providing
addiuonal trees and plantings,
if caOed for by the Town;
and replacement or repair of
retaining walls u needed.
To afford students attending
St. Chrislt^her's School greater'
protection, restrictions regarding
left tarns onto Pershing Boulevard
win be implemented between
7 am and 3 pm on school
days.
In further addressing the
traffic sltuaUon, Wllllara Cohn,
the attorney for the builder,
said "It Is obvious that the-development'
of the property
win create traffic where no
traffic is being generated at this
time."-However, this proper^
was previously the site of two
public schools which, during the
period of their operation, had
intensive trafSc not only from .
motor vehicles, but also scjiool
buses." Cohn noted that his
clients will be providing access 'to
three streets in an attempt to
distribute the traffic in such a way
as to reduce the burden as much
as possible to any one of the abut-
Ungstreeta. ' ----.-^ -r^
The property, which Is a little
less than five acres in size. Is
located at the Intersection of Haig
Street and Pershing Boulevard.
The Town's action on Tuesday,
October 23, rezoned the proper^
from Residence "B" to Residence
"D-A," which perm|>»
construction of condomhiium
units.
On Match 14 of this year, a
comroonlly-wide referendum approved
the sale and use of the
property by a vole of 863-67.
. The final sale, however, was contingent
on the zoning change.
illegality of spot rezonlng.
The property, the site of the
house and. grounds formerly
owned by deceased band leader/
producer Guy lombardo and his
vrife, was tecenUy purchased by
Ferban Associates for $225,000.
The purchaser has proposed
to build ten one-family condominium
town houses on the site,
a plan which would not be allowed
under the present Residential
"A" zoning.
Represented by their attorney
Oommick. Minerva, the purchasers,
had requested a change
to a "Condominium/Boatel/
Hotel" zone.
Two civic assodaliont have
opposed the zoning change and
the builder's proposal, daimlng
It would alter the character of
the neighborhood and increase
traffic problems.
- The Sooth of Sunrise Qvic
Association (SOSCA) presented
the Village Board*wit« a petition
of about 300 names opposing
the plan and Freeport Harbor
Civic Association's president
appeared
fact, meeting again at the same
lime as the most recent Planning
Board meeting to listen to
Minerva describe his client's
proposid. Angelon later told'
THE LEADER thai the plan des.
cribcd by Minerva was in no way
different than that originally
proposed and that his group
had unanimously voted to continue
Its opposition. Angelon
was pleased to learn that the
Planning Board had also voted
to recommend turning down the
request to change the toning.
In making Ita decision, the
Planning Board bad asked Village
AUotney Joseph Edwards
for an opinion about spot rezonlng.
The Board had fell that
the change in zoning was indeed
spot rezoning, an opinion with
which Edwards concurred.
DlGrazia and the Planning
Board pointed out that the
zoning change would open the
property to other uses now
specifi<^ly prohibited In a
residential zone, such as catering
halls.
