Mayor Urges A "No" Vote
Off Counfy Proposition
FREEPORT - When Nassau County vosers go to the polls Election"
Day, Mo%-ember 6, they will find on their ballots a proposition for a local
law to create the Nassau County Public Utility Agency.
Mayor William H. While, of Frecpott, wWch has its own municipal
electric utility, says he will urge Freeport residents, businessmen and
those employed in the village to
R^idents Bring
Local Problems
To Village Board
FKEEPORT - Neighborhood
problems appeared to take up
most of the Freeport Village
Board of Tnislees' fuiblic session
Monday evening, October 15, as
residents and property owners
appealed to the Board for help in
matters ranging from frequent
automobile accidents to frequent
garage sales.
Representatives and members
of two nortlwest civic associations
(Steams Park and 00-
FRONS) told the Board of a problem
Involving » house on West
Seaman Avenue which, although
vacant at the time, has had three_
garagesales in recent montEs.
According to the residents
present the house has not been
occupied since 1980, when it
suffered s fire and is, in fact, still
partially boarded up.
One speaker complained that
the garage sales offered for sale
furniture that allegedly was
"tracked in," a violation of the
village's licensing ordinance,
whidi permits three garage sales
a year, but specifies that the
items offered come from the
premises.
Others talked about litter and
refuse left on the curb apparently
with little regard to sanitation
pickup schedules.
Mayor William H. While, nol^
ing that he had some awareness
of the problems, said he had gone
by the house that weekend, but
there was no sale at that time.
The matter, he said, had been
turned over to the Village's
Building Department and he was
awaiting a report. '
ViUage attorney Joe Edwards
said he believed the Bonding Department
had issued a summons
sis or seven weeks before, for
selling merehandise not belonging
to the owt>er, but it is — said
• Edwards —• a difficult matter to
prme.
Some residenu said they had
seen trucks bringing furniture
in and Edwards said these wit,

vole "no!' to the proposition,
which is the subject of a media
campaign by County Executive
Fran Purcell.
Purcell and While, both Re-publicans,
disagree on this issue.
While explains he is the mayor
of Freeport and, in his remarks
Ihis past week, stresses that the
village is his prime concern.
At a luncheon hosted for the
weekly newspapers by the County's
- Industrial ' Development
Agency last Friday, Oclobet 12,
copies of a press release from
Purcell urging a "yes" vole on
the proposition were in • packet
iven to each member of the
press. Purcell also made the
matter » subject of his spoken
remarks.
Only three long Island areas
are now able to buy hydroelectric
power from the Power
Authority of the Stale of New
York (PASNY). Besides Free-port,
ihe""vHUgej 1^ Hockvine"
Centre and Gteinport, 'which also
have municipal electric utilities,
save their consumers a great deal
ofjnoney each month. .
While explains that this
saving is to the credit of the
villages, which planned In advance
and, when fossil oil was
much lower ihan It is today,
still looked to the ftiitire and
floated bonds so that during the
past few years, as tttCO consumers
have been faced with
Increasingly high rales. Free-port's
residenls and businesses
have not been.
The local law urged by PurccH
sets up by the necessary mechanism
— a "paper utility," as
Purcell calls it — so that it can
purchase cheap hydro-electric
power from PASNY if it becomes
available nest year.
While ibe sUle legislature
must first respond to open
legal questions and there might
be more court cases behce
Nusau County could purehase
hydro-electric power froth
PASNY. Purcell wants the'agency
set up so (hat'It might get iu
share.
According-to Purcell, "the
agency will exist only on paper...
It will be composed of county
employees who will receive
no extra pay. It will cost Ihe
t«ipayers nothing. It will not
benefitULCO. Its sole function,"
said Purrell last week, "will be
to biiy cheap hydro-electric
power from PASNY, rent private
ulUify lines to deliver it. and sell
it to ULCO, which might then be
able to reduce or siabiliie its
electric rales to reflect its cheaper
fuel costs."
It't that "might be able"
that seems to worry Freeport
village officials. Last year, in a
letter to Freeport electric utility
consumers. Mayor White pointed
out that if the available hydro-
