BALDWIN - The $175,000 sale of Baldwin'a CooUdge School property
to builder/developer Ralph Cfiiaro has been blocked, at least temporarily,
by New York State Education CbmraiMiooer Cordoo Ambach.
In response to a petition by Baldwin resident WaOy Young, Ambach
has set aside the October 21 public r^erendnm in wtdch sdiool district
vx>tera apjproved the sale by a S-l
vote.
Young had petitioned Anabach
to find the'sale iOegal, badng Ua
ai-gnments on a law which had
been recently passed and wUdi.
reqnirea acfaoM districts to have
appraisala ot properties before
they aeD them.
This past Monday, February
.22, Young received word that
Ambach bad decided in his favor.
"I felt I was right, though I didn't
want to be because it will cost the
school district money,''Young —
a custodian for the Baldwin
School DUtrict — told THE
?FR thf fnllflying diy.

ferring to a possible second district-
wide vote.
Acconling to Ambach's ded-.
sion, the Baldwin School Board
made three errors before the
October referendnm. Tliey failed
to have property properly apprised;
tliey fUled to infihn .
residents about a previous
appraisal; and they failed to state
complete information about
financing ip announcing the referendum
to the public.
- The last point, whidi was not
even raised by Youag in his
petitioo, refers to the School
Board's acceptance from CUaro
of a prooissoiy- oote for ooe-half
the pnrdsase price secured by a
mortgage for sot moatlis.
Atnbacfa, in hia deddon,
expiahied tliat if a school district
resident wanted to acqu^nt him/
herself with all the detafla of the
_psnhase andjhe tact that there
was a mortgage, E~e would have to
peruse a lune-page document on
^ e in the District Office. •
. Last month; after Young filed
his petition with Ambach, the
Baldwin resident told THE
LEADER that the - Board's
appraisal was three years old and
at that time the property was
appraised at S240,000. According
to Young, the distrid's Disposal

The School Board had not bad
much time to look orrtx Ambach'a
decision when it announced,
through district spokespersoo
Janet Netman, that it would
sdiednle a meeting with its
atttsrney, Lawrence Reich, to see
what It will do.
-According to a statement by
Dr. Arnold Lnrie, SdKml Board
president. Commissioner Am-
. bach's dedson was based upon a
new law, which went into effect
after the significant parts of tt>e
tonliaU had been' agreed npou.
