Freeport Budget Meeting Monday

Quick Wits And Speed Save Toddler
FREEPORT - The quick
reaction of a 26-year-old-employee
of a local store saved a
toddler from possibly fatal
injuries last Wednesday morning,
December 23, during a two car
accident on Merrick Road and
South Main Street.
Mike Arias, of Baldwin, an
employee of Willig-Royol Appli-
•ant-es was in that corner store's
parking Ipt when the collision
occurred at 9:30 am. Inside the
store. Hank Wilson, Arias'
-Employer, said he heard the
sound of the impact, looked up
and saw Arias' red jacket as the

Freeport Gets
A New
Buildings Supt.
FREEPORT - A two year
village resident has been appoint-
: ed Superintendent of Buildings
by the Freeport Village Board of
Trustees. Godofredo (Mike) Ruiz
de Zarate, of East First Street,
will begin his new position as of
January 8, replacing David
Lovejoy who has headed ' the
Building Department since July,
1979.
Lovejoy, who came to the
Village of Freeport as Deputy
Superintendent of Public Works
ill 1975, ivill again assume that
title as he heads up. a new
engineering section in " the
village's Public Works Department.
Lovejoy was an engineer
with the Delaware State Transportation
Department prior to
coming to the village.
A Native Of Havana
Ruiz de Zarate is an electrical
engineer. A native of Cuba, he
entered the United-States in 1956
and became a naturalized citizen
ill 1962. He received his engineering
degree fixim the Gty College
of New York in 1964. Later he
took additional engineering
courses at C.C.N.Y. and attended
seminars for Affirmative Action
Programs at Cornell. School for

Budget Starts At 8 P.M.,
Includes Depf. Changes
FREEPORT - Public hearings on three separate, but related, budget
matters have been scheduled by the Freeport Village Board of Trustees
for Monday evening. January 4. The hearings, which begin at 8 pm,
following the regular weekly 7:30 pm open legislative session of the
Board, are on the proposed 1982-83 village municipal budget, the
salaries of the Mayor and the four

proposed annual contract
with the village.
Copies of the proposed municipal
budget have been available
for about s week, at the Village
Clerk's office and. for reading, at
the Freeport Memorial Ltbraiy.
The $15,476,710.71 budget
csirries a 79t per SlOO assessed
valuation increase for village
property owners, who presently
j i a y village taxes of $11.39 per
S1(X) assessed valuation.
Changes In
Legal Dept.
The budget reflects several
departmental changes. Rather
than a village attorney and two
deputy village attorneys all with
part-time salaries, as the village
presently has, the 1982-83 budget
figures call for a S40,(XX) annual
salary for a Village attorney (up
ftom $13,750) and one deputy
village attorney, at an annua]
salary of $13,500, up from $8,250.
Another departmental change
is the formation of an Engineering
Department within the Public
Works Department. This will be
headed by David Lovqoy, present
Superintendent of Buildings. (See
story on page I.)
According to budget figures,
municipal costs have irureased
$1.1 million over the present
year. Although the village
received a one-time grant, of
$898,219, only 10% of that
amount, and the interest to be
realized &om the banked balance,
is being applied to fiscal year
1982-83.
Among anticipated increases
are such employee benefits as
hospitalizati<)ix.iasurance, where
a state-wide^cfease will cost the
village an additional $100,(XX) this
coming year.
A second public bearing will be
on the Fire'Department's annual
contract with the village which
carries an increase of $1,500 over
last year's sum of $52,000.
A third public hearing focuses
on the mayor's and four trustees'
salary which, in this budget year,
is being increased to 545,000 for
the mayor ($2,500 over his first
year's salary as a full-time
position) and $6,5(X) for each of
the trustees, a $500 annual jump.
Two long-time village government
leaders will be honored that
evening at Village Hall. The
Board will present Certificates of
Appreciation to former Village
Trustee Tom Lovelidge and
Henry Altengarten. Both are
leaving village scnice after stints
as members of the Water and
Light commission. Altengarten
has had a cumulative 20 years of
tillage service; Lovelidge has
served a total of 15 vears.

$205,000 Grant For Madden
And Rigby Houses Rehab
FREEPORT • The Village of
Freeport's Housing Authority will
receive a S205.000 federal grant
for renovation and rehabilitation
work on several of its public
.housing buildings.
The money has been allocated
by the CS. Department of
Housing and Urban Development,
explained Joseph D.
Momicciolo. Regional Administrator
for HUD in this region,
under the department's Compre-

According to Grace McDer-mort.
Executive Director of the
housing authority. SlS.CXX) of the
grant will be used to rehabilitate
the Family Community Center at
the .Moxey Rigby Houses on East
Merrick Road. The remainder ot
the money. $190,000. has been
allocated to modernize the
heating system and reroof two
buildings at the Rev. John" E.
.Madden Senior Citizen Apartments.
