FREEPORT- Discrimination of sexes of dogs is about to be ended
once a New York State law takes effect. To keep wthin the guidelines
of the recently enacted law a, village ordinance has bee» proposed that
sets the licensing fees for all dogs •
reproduction as the same..
Current licensing fees separate
all male dogs, and female dogs
that have been spayed into one
category: and female dogs that.
ha%'e not yet been spayed into a
second category with higher fees.
The profKfsed village law,
which would become effective as
of Januar> I. 1980. would follow
the State Law's Mandate by
stating that male dogs capable of
reproduction can no longer be
licensed at the same fee as a
spayed female dog. The not-,
neutered male dogs and un-spayed
females will require a
SI2J5 annual licensing fee. The
fee for_all dogs, both sexes, not
'.. capable of reproduction will be
• male and female — incapable of
S4.35 annually.
The village Board of Trustees
will hold a public hearing on the
proposed village ordinance
Monday evening, July 9. 8 pm. at
VillageHall.
According to information received
from the village, dogs can
be spayed or neutered at' a
reasonable fee at the Bide-A-Wec
Home Association's Oinic. 3300
Beltagh Avenue in Wantagh
(785-4079). or by obtaining, from
the Friends of Animals, 11 West
60th Street in New York City
(212-243-8077). a certificate
which will be honored by cooperating
veterinarians.

FREEPORT - Residents of the area near a proposed five-home subdivision
will have a second opportunity to be heard by the Freeport
Planning Board — and this time, they will be individually notified of
the public hearing.'that Is If they live within 200 feet of the property
under discussion.
The Planning Board will hold a second public hearing on an application
by Halo Homes to build the
four new houses, and utilize a
refurbished presently standing
dwelling, for a subdivision that
would extend back along a new
cul-du-sae from South Bayvlcw
Avenue, between Smith and Rose
Streets, The new street Is to be
called Lois Lane.
The hearing will be held Tuesday.
July 31.9 pm at Village Hall.
No. resldcnu of the area
appeared before the Board ait the
first public hearing held on the
matter on February 14. This time
however, nptices will be sent to
all property owners within 200
fecr.
Although residents did eventually
come to a subsequent
Village Board meeting to protest
the Planning Board's approval of
the subdivision's appHcation,~~)the
Board of Trustees noted thatr'ihe
Planning Board was autonomous
in the matter.
The original approval of the
Planning Board was for plans to
build four new houses without the
75 foot fronUge necessary In an
"AA"2onc.
Planning Board Chairman John
DiGrazia told THE LEADER that
a new hearins was being held
because the village attorney had
ruled that at the first meeting no
formal resolution had been made.
The residents' main .complaint
was that they had ticvet been
notified of the Planning Board's
public hearing and of a street
going through their backyards.
Trustee At Sirlin pointed out. at
the Village Board n^eeting
attended by the residents, that if
the sub-division had been submitted
with three legal plots of
wider frontage, no variance would
have been necessary and the
homes could have been constructed,
as well as the street,
twithoui any action necessary.
