A Soviet fishing trawler cut across the lobster pot line
of a new Freeport boat, "The Canyon Explorer" last
Sunday morning to fan an international feud that has been
smouldering for over a year. Capt. "Skip" Eamotte had
taken his brand new 87-foot lobster boat to the Hudson
Canyon lobstering and fishing grounds 100 miles southeast
of Jones inlet, leaving his Freeport berth in Woodcleft
Canal Saturday morning at 7 a.m. and arriving at the
grounds about 4:30 p.m. The crew of the "Explorer" put
35 lobster traps over, anchored, and bedded down for the
night. Eamotte said 15 to 20 other ships were in the area

1. was highlighted only by the
issuance of a TASCA resolution to
the body; the plea that all actions
be included in the minutes of the
Board meetings; and further
complaints of parking congestion
along Gordon Place

by the civic association's
executive board which polilled to
the time and effort already spent
on developing a North Main

deep splits in the community;
and possible charges and
recriminations that could follow
the adoption of the plan, urged
that the Village Board submit to
the Freeport Board of Ethics the
question: "if a Board member,
having a private business
relationship with an owner of

rezonlng. votes on such r^onlng
proposal, arid, if such a conflict
does exist, should such Board
member disqualify himself from
voUng on the rezonlngt"
The Freeport Board of Ethics
can render an oplirion only when

Freeport. along with Union-dale,
the East Flatbush - Crown
Heights section of Brooklyn and
the Laurelton -Cambria Heights -
Rosedale section of Queens, was
cited by Senator Norman J. Levy
(R-Long Beach) as an area which
has felt the high - pitched sales
pressure brought by blockbusters,
when he successfully
urged for the Slate Senate's
approval of a bdl designed to halt
blockbusting «nd shady mortgage
dealings. Co - sponsor of
the just - passed legislation was

Senator Levy said that the
legislation would help curb blockbusting
and mortgage - grabbing
schemes by requiring aU persons
or firms who purchase two or
more pieces of residential
property for re - sale within six
months, to be licensed by the
Secretary of State. Under present
law. only real estate brokers who
act as agents between sellers and
buyers are licensed by the State.
Senator Levy said, "Existing
loopholes in the law have permitted
blockbusters and uen
speculators to run roughshod
over hard - pressed homeowners.
Our bill would require ethical
real estate practices by "real
estate dealers and permit pros^
cution of violators." Lejvy added
that the bill resulted from a
series of abuses by blockbusters
whose tactics are widespread In

changing neighborhoods.
Techniques include inundating
the mails of a local community
soliciting the sale of homes,
paired with scare tactics, such as
references to racial changes,
neighborhood unrest. and
community tension.
Senator Levy said the measure
would also halt unscrupulous
speculators from moving in on
financially hard - pressed
families who fall into arrears on
mortgage or tax payments. In
one mortgage operation,
speculators purchase a lien for
the amount of an unpaid debt,
then verbally promise the
homeowner he can remain in his
home for a rental fee until he can
afford to repay the debt. In the
Interim, Uie homeowner assigns
his deed to the speculator or a
corporation as security. When the
homeowner attempts to repurchase
the deed, he learns that it
has been transferred to another
corporation, which under the law
is freed from the original purchaser's
obligation, and the home
is lost
Senator Levy concluded, "The
scheme reached Its zenith during
the 1971-1972 recession when
upwards of 300 liing Island
families lost their homes to
mortgage operators controlling
10 corporations, which manipulated
deeds with the full
protection of the law. Tlie bill now
goes to the Assembly."

her spotlights on the buoys attached to her lobster pot
line but the trawler headed into the lines and traps, towing
the Freeport boat about a quarter of a mile before the
line snapped.
Eamotte radioed the Coast Guard for a.s.sislance but left
the area before a Coast Guard boat arrived. He estimates
his loss in the thousands of dollars and said he would not
return to the Canyon grounds for several weeks.
In an interview with Congressman Norman Lenl's office,
the LEADER was told that the congressman has been
notified in Washington of the incident and that he personally
will investigate the obvious breach of an agreement
reached last year with the Russians to avoid such
confrontations.
