Under the terms of a consent agreement entered into
the U.S. District Court records, HLT Enterprkes ofSoutli
Hackensack, New Jersey and 5 towns and 6 villages of
Long Island have reached a^eement involving magazine
soliciting in certain areas.
The consent decree stipulates that permit fees have been
eliminated for the HLT operation and HLT has apeed to
abide by "reasonable, conditions for the issuance of a
permit". The conditions include a requirement that aU
solicitors wear a small badge on outer clothing, identifying
Mayor Bob Sweeney congratulates the newly elected chief officers

involved believe (hat enough safeguards are provided
by the agreement to protect homeowners from unsavory
solicitors. Several complaints Jiad been received from
Freeport residents regarding these "unsavory solicitations.
The municipalities involved are the towns of Brook-haven
Hempstead, Islip. North Hempstead and Riverhead.
and the villages of Freeport. Uike Grove. Lake Succes.s.
Old Westbury. Port Jefferson and Valley Stream.

by the County of Nawau,
!n order to help protect the
wetlands from pollution by un
scrupulous carters of waste.
Senator Norman J. I^vy (R Long
Beach) has introduced legislation
requiring licensing of these firms
and metering of their trucks to
keep a record of the amount of
waste disposed of at sewage
treatment plants.
Sen. Levy said: "Presently
there is no regulation governing
cleaners and carriers of sewage,
industrial, and other wastes. As a
result, there have been instances
in the county where waste carters
have dumped the waste into
storm drains, dry wells, and
creeks in an effort to avoid the
lime and expense of disposmg of
it at a sewage treatment plant as
required by county law."
The bill was suggested to Levy
by Hempstead Town Supervisor
Alfonse D'Amato who said that
he has fourid that some cesspool
cleaning firms were illegally
dumping raw waste throughout
Nassau County. Assemblyman
Joseph M Margiotta fR-Uniondales
is the Assembly
sponsor of the bill.
D'Amato said that some firms
saved up to $20,000 per year in
fees by not taking their 1.000 to
6.000 gallon capacity trucks to a
sewage treatment plant where
fees are approximately $2.50 per
1.090 gallons.
Levy said that the bill would
require carters to get a permit
from the Health Commissioner at
which time the carters would
have to prove they had adequate
facilities for removal of sewage
and other wast^
