By l i t i ttie VtUa^ of Fre^U-t should have one rf the finrat locrf
road system on Uie south shofe of N a ^ u County. This wiE be
accomplished by an intensive roacr%rogram which was started last
year and will be imitinu^ Uirough IMS. Many ^q^le ^ Vah
Vill|g# have been confining fw the l u t lew years about the coa-ditiotis
rf our local arteries-^rad righttiUy so. T h a ^ r e , in l i ^
the Highway Commission in conjunction with the Board of Trustees
and the Mayor, e-nbiurked upon a "five-year road improvanent
In the summer of 1969 the Village surged « contract Jte the
removal of the asphalt center strips, and replacement of same with
concrete. The purpose of this was to eliminate the mound that
scisted in fte cento* portion trf mA road and also the mts and holes
tlat were problems In fee tar center sta-i^. By removtag "the a^litit
and filling these spacm with concrete, tihe road became a Igsml,
smooth surface which will be virtually maintenance free. In 1989 this
center atrip program involved approximately 15 streets. It is the intention
of the Villain smd the lii#iway C««nmission to K»ntinue tWs
program until all tor center strips have been replaced with concxete.
We also undertook a road re-surfacing program which got off to an
admittedly erratic start. Illi^lplan called for re-surfacing with two
coats ol oi and two crats crif gkmi&, commoily refonred to as 'seal-eoat."
Due to a s e i ^ of ui^vtimate eron^ the pn^am was not
completed as expi^^ted, ereatinf Minoyanee for resld^ite in the ar^.
However, in order to remedy the above, the plans in the future will
be altered so that a different surfacing material wUl be used, and
this will eliminate our 1989 iwdilem.
•> The aim of the Vfllage is to resuitfaK as m a ^ steeets as our
budget allows each year for the next four to five yeai«, and at the
same time keeping hn mind the already high tax burden of Village
i^iden^. In addition to our iMzmal re^urt^ing program, we are
anbarking on an ambitiot^ i«ad improvement program whlA is
^parate fnim the other two programs we have mention^ and
spteifically involves the area of South Ocean Avenue and Miller
Avenue. The southern tip of the Village, particularfef in the South
0(%an and Miller Ai^ue aiva hm been plagued by i^mrring pjt-holes,
poor drainage, floods and Irregular road su^te ^ for many
}ears. With the nectary consent from the residents in the area
affected, this Village can eliminate all of the aforementioned problems
in several t^itlnuing stagM. The program will incite ttie
faft>wing:
1. Elevation to street l e ^ where ne^ed.
New curbing where needed.
Instellation of new wat^ transmission mains.
I^arding for effective drainage ^stem, alMig wiUi new
stem drains.
5. ns constmction of a permanent roadway.
In conjunction with the road improvement program, the Village
recently purchased five new vrfiicles for highway department Me.
The five ^Mcles Ineliule a hmvy duty tow truck m i four heavy
duty mow removal vehicles.^ ^ e tow lomA is acknowledge as a
much-needed piece of equipment to be used for various purposes
throughout the VUlage, The acbdition of the four snow removal v€-

emergen^.
There are other projects t^lng contemplated at this time, and
as plans materialize we will report them to you.
