Mosca To Head An Editorial
TOB Committees TUGCI--The
People's Choice
County Executive Ralph G. Caso explains his "pot o'
gold" version of off-track betting system for Nassau
County at press conference/Plan, similar to the one in
use in Italy, Sweden and Puerto Rico, must first be
approved by the New York State Off-Track Betting
Commission before being recommended as a local law
to the Nassau Board of Supervisors. Caso's "pot o'
gold" system works as follows: A bettor picks the
winner in each of six designated races as a single bet,
with those who correctly pick all winners dividing a
large portion of the pot pool. Those who select five
winners will divide the remainder of the pool. If nobody
correctly picks six winners, the payoff is on five and
four, then four and three, etc.

Murphy, Republican candidate for State Senate to
succeed the late Senator Edward J. Speno in the 4th
S.D., receives congratulatory kisses from members of

Town Supervisor John
W. Burke announced this
week that Councilman
Salvatore Mosca will head
two standing Town Board
committees, including the
vitally important Codes &
Ordinance. ;Cwtj;WUtteeu
Burke said Mosca will
also serve as Chairman of
the Committee on Safety.
Mosca, who was
recently appointed to a
seat on the Town Board,
served for six years on
Town Attorney Bernard F.
McCaffrey's staff and has
been responsible for
drafting and initiating
much of the legislation
relating to existing codes
and ordinances in the
Town.
By assigning coun-cilmen
to head various
committees, the Board
will develop more
research and expertise
that can be utilized in the
legislative process of local
government.
Mosca will be assisted
on the Safety Committee
by Councilman Warren M.
Doolittle. On the Codes &
Ordinances Committee he
will have Doolittle, Ralph
Diamond and Lewis J.
Yevoli as panel members.
Mosca, a 39-year-old
Bethpage resident with an
active interest in youth-related
problems, will also
serve on the Recreation
Committee which is under
the chairmanship of
Doolittle.

Assemblyman Stanley Har-wood
will be a guest on WPIX
Television's Show "Suburban
Closeup" on Monday, July 12th,
at 11:00a.m. The topic of the day
will be the 1971 Legislative
Session and its effects on
Suburbia.
"It seemed like poetic justice"
stated an elated resident as
James Tucci took his seat on the
Island Trees Board of Educationat the
reorganization meeting Tuesday
night, July 6, and was later
named President.
Although Tucci had been the
victim of a diabolical scheme to
unseat him during his last term of
office the people rallied to elect
him again.
The scheme hatched by a group
of people politically opposed to
Tucci petitioned the Commissioner
of Education to make
• Tucci give up his elected position
on either the Library or School
Boar*. This "trumped up"
scheme led to a ruJing by the
confused Commissioner that
holding both the elected library
and school board posts at the
same time was "legally incompatible."
What the Commissioner
failed to realize is that
at the time of Tucci's election to
both posts nothing in the law
prohibited his election to both.
The Commissioner's exhalted
position allowed him to become
the tool of Tucci's opposition and
helped them to gain their selfish
end which was to unseat Tucci.
The Commission of Education did
for Tucci's political opposition
what they could not do for
themselves in a democratic
election. They lost the election
and his decision gave it back to
them.
If holding both elected posts
was "legally incompatible" how
is it that throughout the state
many officials hold the same
offices after having been elected
to them, as does Tucci. The -
people in the Island Trees
District wanted Tucci on both
boards and elected him to both
boards. Now that he has won the
School Board seat again the
Commissioner's ruling will force
him off the library board and the
"will of the people be damned"
because King Nyquist rules the
Kingdom of Education <? Isn't it
about time the King was
dethroned and the power of the
vote of the people given its
rightful meaning and authority?

vote is an important right of
every citizen and any decision
that undermines the people's
right to this vote sets a dangerous
precedent.
What does all the "lofty jibber
ish" in the state approved
textbooks amount to regarding
democracy when in practice the
head of the State Education
Department-- the Commissioner
of Education makes a decision to
destroy that vote. We urge the
people of Island Trees to fight
this unfair and dangerous
decision and to urge our
legislators to review the
Education Law for the benefit
and protection of the electorate.
