The Grumman Corporation Unveils it's Plans for a Hotel/Office/Retail Center

1989, the Grumman Corporation,
Long Island's
single largest employer,
announced it's plans to develop 200
acres of it's Bethpage site as an office/
hotel/retail center. In a meeting with
the School Board, Grumman spokesmen,
Bill Steenson along with Bob
Kearney, a member of Paumanock
Development Corp., unveiled their
proposal to erect 3.6 million square
feet of office space, two 10 to 12 story
hotels and 100,000 square feet of retail
space which will be incorporated in
what will be known as STERLING
CENTER. Grumman officials felt that
the time had come to close down the
existing runway in Bethpage along
with stopping flight testing which was
being performed and so this portion
of property was free to either be sold
or be developed. Grumman considered
selling the property outright,
however tax considerations turned
their thinking toward leasing the
property through joint ventures with
developers. Grumman will maintain
control of the project by setting
guidelines for developers to follw in
order to assure an aesthic development.
Grumman claims by developing
this type of 'community center' they
are in effect improving and enhancing
our communtiy, by attracting the type
of employee that they feel is needed
to insure the continued success of their
corporation and others like it.
"What we have in mind here is to
construct a complex of the 21st
Century. We need this type of center
to attract the young, intelligent
employees of the future. This will not
be just another office park, it will be
something much, much bigger." said
Steenson.
In this venture, Grumman will be
acting as an 'anchor tenant' and will
remain the owner of this 200 acre plot
which is a subdivision of the 600 acre
site. They have at least half a do/en,
5 star corporations interested in
'setting up shop' here in Bethpage.
While finding suitable tenants for this
complex may be Grumman's easiest
task, obtaining community support
and exceptions to Town of Oyster
Bays zoning laws will certainly be their

In order to erect a complex of this
size and magnitude Grumman must
obtain special use permits from the
Town of Oyster Bay. Presently,
Grumman is zoned 'H Industrial
District'(Light Industry) which limits
the use of the land to basically
warehousing and indu.stry similar to
Grumman's present operations. In
addition, under the present zoning
laws Grumman is not permitted to
erect any buildings over 50 feet
(Grumman plans include the construction
of a 10 - 12 story hotel, similar
in size to the EAB Building in
Uniondale) nor are they permitted to
allow retail businesses and or hotels
to operate in that zone. In order to
obtain a special use exception to the
present zoning laws Grumman must
convince the community not to object
to the project and also satisfy extensive
environmental guidelines provided
for by the Town of Oyster Bay.
On December 5, the lown of Oyster
Bay will meet with Grumman to
determine what environmental questions
must be answered before they
can consider a hearing on the special
use permit.
In Grumman's meeting with the
School Board several concerns were
voiced. First and formosl, was the
impact this complex will have on the
How of traffic in our community. Ihe
entrance or 'Grand Boulevard' as it
is called has been designed to be
