As winter approaches on I.ong Island,
Nassau County Executive Thomas S.
Gulotta today outlined the County's
1989 Winter Outreach plan for the
homeless. The County Executive noted
that the County would again be enhancing
its year round efforts to serve the
needs of the legitimate homeless during
the upcoming colder weather months.
"While our taxpayers should not
subsidize those who are unwilling to
help themselves, we do have a legal and
moral obligation to lend support to
those who are desirous of becoming
useful productive members of society,
but who, by virtue of circumstances
beyond their control have become
homeTess," Gulotta said. "We cannot
afford to forget or ignore those who are
in legitimate need and seek our help.
If a homeless individual reaches out to
Nassau for help, I intend to see that
help is given."
The services included in the expanded
winter homeless program are:
* HOUSING ASSISTANCE: Additional
workers have been assigned to the
Social Service Department's housing
section to respond to housing needs and
especially to assist individuals and
families in locating permanent housing
resources. An especially important
functionof this section is to act on behalf
of the homeless to ease their transition
into permanent housing. * HOMl"-
I.ESS HELPLINE: The number ol
"emergency" workers who handle the
Department's evening and weekend
referrals lo the homeless "Help Line" is
being increased during the winter season.
The 24 hour "Help Line" is 535-
4817 (days) or 542-3143 (evenings and
weekends).
* HOMELESS SHELIERS: The
number of shelter facilities currently
providing temporary housing accomodations
is at an all- time high, according
to County Executive Gulotta, in
response to increasing needs. Currently,
there are eleven non-governmental
facilities operated by non-profit and
profit groups offering emergency housing
with funds provided by the Department
of Social Services.
Funding from HUD (Housing and
Urban Development) which Nassau
County received earlier this year has
been distributed to several human
services agencies who developed proposals
for expanding housing arrangements,
in compliance with guidelines
issued by the federal agency. One of the
