Hero Bay Constatfe Awarded
Medal of Honor
Hempstead Presiding
Supervisor Thomas S.
Gulotta, in conjunction with
the members of the Hempstead
Town Board, has formally
presented Bay Constable
John Ferrar with the
official Hempstead Town
Medal of Honor for his
Memorial Day rescue of a
five year old boy from the
swift waters of Long Creek
off the Soth Shore of the
Town. Also present at the
award ceremony was Jimmy
Preslick of Garden City,
who was rescued by Ferrar,
along with his family. Ferrar
is a 13-year veteran Bay
Constable who lives in
Cedarhurst.
"The heroic efforts of Sgt.
Ferrar must not go unnoticed
since his actions during
the Memorial Day Weekend
symbolize the dedication
and professional training of
all our Town employees,"
Gulotta said. "We are
delighted and honored to be
able to honor Sgt. Ferrar for
his exemplary performance."
The Memorial Day Holiday
for the Preslick's began
in a routine fashion when
they left their Garden City
home with their car filled
with 5 children, and a 16-
foot outboard in tow. Ready
for a holiday afternoon on
the water were Peter and

S. Gulotta (left) meets with Eric Berrios of

Statue of Liberty as part of a school project. The
new Miss Liberty is currently being exhibited in
the lobby of Town Hall, Hempstead. Shown are

Eric Berrios, Dina Ciaramitaro, and Assemblyman
Fred Parola, all of Levittown.
Doris Preslick, their three
Children, Christine (8),
Daniel (6) and Jimmy (5);
and two neighbors' children,
Raymond and Daniel Fleck,
aged 6 and 4 respectively.
Sgt. Ferrar's official
report graphically picks up
the dramatic sequence of
events: On Monday, May
26, 1986, at approximately
2:30 P.M., while on routine
patrol in the vicinity of Loftg
Creek and Seadog Board
Channels, I came upon a
boating accident which
apparently had just taken
place. 1 saw one (i) aduh
female in the water with four
(4) children, all with life-jackets
on and approximately
30 yards away, an 18'
capsized boat with one (1)
adult male on top who was
waving frantically, 1 immediately
radioed headquarters
for assistance. While
proceeding to pick up the
children in the water, the
adult male screamed, "my
baby is under the boat". 1
immediately requested two
(2) other boaters at the scene
to assist with the persons in
the water and 1 responded to
the capsized vessel and
secured my boat to it. 1 made
one additional notification
to headquarters of baby
trapped under the vessel and
1 then immediately dove
under the boat. Visibility
was extremely poor but 1
was able to observe part of a
life-jacket. At that point, 1
had to surface for air. The
male adult on top of the
boat, the father of the child,
advised me that the baby
was five year old and had a
life-jacket on. 1 dove under
the boat again and searched
the entire length of the vessel
and J found an empty life-jacket
and again had to surface
for air. The father
stated that the life-jacket
was not the one the baby had
on.
1 dove under the boat again
and I found the child
trapped under the forward
storage compartment and
then pulled the child from
the compartment and out
and around the side of the
boat to the surface. The
child was unconscious at
this time. While still in the
water, I began to clean the
boy's mouth and nose to
begin CPR. At this moment,
he ragained consciousness. 1
then pulled the child oh top
of the capsized boat whe-
. reup^n he was transferred to
Bay Constable Richter's
patrol vessel which was at
the scene at this time. He, in
turn, transferred the child to
Marsh island where the
Nassau County Police
helicopter was to transport
him to Nassau County Medical
Center.
Preslick was held overnight
for observation and
released the next day in fine
condition.
"It is both fitting and
proper that we honor Sgt.
Ferrar for his heroic efforts.
We hope that the Medal of
Honor which he has
received today from the
Town Board on behalf of all
Town residents, willserve as
a lasting reminder of his
brave actions taken on
Memorial Day which saved
the life of young Jimmy
Preslick. He is a great credit
to our fine staff of Bay Constables
and we are proud to
have him as part of our
Town family," Gulotta
concluded.
