BEA MOSCOWITZ, Children's Librarian at
the Bethpage Public Library for the past twelve
years, has announced her retirement at the end
of June. She and her husband Grover are
planning a move to Florida where Mrs.
Moscowitz hopes to find time to do some writing
(a children's book, perhaps?)
During her years of service, Mrs. Moscowitz
has provided reading guidance to a great many
Bethpage youngsters and their parents. For
those of you who would like to extend your
retirement wishes, the Friends of the'Bethpage
Public Library are hosting an informal OPEN
HOUSE FOR BEA MOSCOWITZ on Thursday,
June 24, from 2 to 6 P.M. to which you are all
invited.
Home Improvement Fraud
Nassau County District Attorney Denis Dillon today
announced that his office has filed charges against 13
companies operating a home improvement business without
a license. In addition, a 14th firm and individual are charged
with the more serious crimes of Scheme to Defraud in the
First Degree and Offering a False Instrument for Filing.
John Carman, 42, of 33 Algonquin Avenue in Massapequa,
doing business as M & M Construction, was arrested by the
District Attorney's Commercial Frauds Bureau.
Dillon said, "On September 18, 1980, Carman, using the
name of "M & M Construction" filed an application for a
home improvement license with the Department of
Consumer Affairs of Nassau County. In the license
application Carman represented that he had no prior
criminal convictions. The license application was signed by
John Carman and subsequently notarized by a licensed
Nassau County notary.. An examination of Carman's
criminal record indicates that he had a number of prior
convictions."
The District Attorney said utilizing this license Carman
began to solicit business for home improvement work in
Nassau County. Our investigation disclosed that Carman
contracted to perform various services ranging from siding
and roofing of homes to building redwood decks and
installation of windows. In the majority of the cases, Carman
would take a substantial deposit from the homeowner, begin
the job and then never return. There are a total of fifteen
people from whom Carman received such money. In each of
these cases, the victims made numerous attempts to contact
Carman with no results.
According to Dillon, "All home improvement firms in
Nassau must be licensed by the Consumer Affairs Office. 1 he
13 firms charged today have not complied and such
information came to light after a consumer complaint about
shoddy work or down payments for jobs that were never
started or completed. Such an offense is a misdemeanor,
punishable by up to one year in jail and/or a $1,000 fine."
The District Attorney said in one instance, a Bellmore
landlord said he contracted with Joseph Ryan of Wagner P &
H Gas Sales in July of 1980 for heating units in four locations.
The total was $7,600 and Ryan received $3,800. To date, no
work has been done, and the landlord has not been given back
his deposit.

In another instance, an Elmont homeowner complains that
in August of 1981 she contracted with Tudor Baths Inc. for the
remodeling of her kitchen. The cost was $1,165 and a deposit
of $800 was paid. While some cabinets were delivered to the
home, no work has been done.
The District Attorney said those firms charged with
operating as an Unlicensed Home Improvement Contractor
