Bethpage R.R.Station Inspection
STATION INSPECTION: Members of County
Executive Francis T. Purcell Long Island
Railroad inspection team look over conditions at
the Bethpage station. At Purcell's orders, the
team will visit all of the 59 stations within the
county to check on cleanliness, state of repair
and sanitary conditions. Because the county
must pay a bill of more than $9.5 million for
station maintenance and operation, Purcell says
he wants to make sure the taxpayers get their
money's worth. Where conditions are found
deficient, the LIRR will be requested to take
prompt action. At Bethpage, in photo one
inspector noted the platform overgrown with
weeds and litter-strewn, and in photo two, found
broken wood along the platform where
passengers get on and off the trains. Photo three
shows the unsheltered cross, which is called the
Grumman station. The county is charged more
than $1,000 for maintenance here.
Investigation into Bethpage School District Closed
Nassau County District Attorney Denis Dillon
today closed an investigation into the Bethpage
School District, and recommended several
changes to District Officials to save taxpayers
money. The Bethpage School District was the
subject of a four month investigation by the
District Attorney's Official Corruption Bureau,
and resulted in the arrest of the District's
Business Manager of the School District,
Edward Lavin. Lavin pleaded guilty to three
counts of Theft of Service and is awaiting
sentencing.
In a letter to Dr. John Sommi, Superintendent
of Schools in Bethpage, Dillon wrote, "Despite a
clear warning to the District by the State Comptroller
in his report of the examination of the
District's books by his Department of Audit
Control, filed on August 18, 1980, specifically
calling to the District's attention its failure to
advertise for bid, as required by the General
Municipal Law, Section 103, especially in areas
of textbooks, typewriters, band uniforms and the
printing of yearbooks, this practice of avoiding
formal bidding continued. Purchase orders were
split in the procurements of materials used for
maintenance. These procurements, in violation
of formal bidding requirements, included paint
and de-icing materials. The avoidance of the
bidding procedure in these cases and the failure
of the school to make these purchases through
either the State or County contracts resulted in
your District paying much more for these items
than they would have been charged had it
followed the dictates of the Municipal Law."
In addition, the investigation revealed that
there was little or no review of many employees
time records, prior to payment.
Finally, District Attorney Dillon, suggested
the school district should review its security
system. Many of the regular civil service staff
were allowed to moonlight as security guards.
"It is elemental that no adequate security
system can effectively use a regular employee
as a security guard to prevent abuses by the
same employee," the District Attorney wrote.
Lavin, on August 25th of this year, admitted
using maintenance workers in the District to do
private personal work for his home in East
Northport. The employees did carpentry,
masonry, electrical, plumbing, and other repairs
for Lavin while being paid by the District.
