Colby, Mosca Inducted Into New Terms Of Office
At ceremonies to induct six
Town of Oyster Bay officials into
new terms of office, Oyster Bay
Town Supervisor Joseph Colby
indicated that his goal for the 80s
will be "to make a good Town
government even better."
After being sworn into office by
Nassau County Executive
Francis Purcell, Colby noted
that tnis administration will
continue its active efforts to
preserve and protect the many
attributes of the Town that make
it a desirable place to live and
raise a family. "The watchwords
of Oyster Bay's government for
the 80s will be realism and
responsibility; proper aggressiveness
in preserving our
cherished suburban character;
increased communication with
Town residents... our goal will be
to make a good Town government
even better.
Colby noted that, while the
induction is meant to indicate the
beginning, he said that the administration's
work for 1980 is
well underway. Refe ng to the
election day victory, Colby said
that the "knowledge that our past
actions earned us the confidence
of the Town's electorate has
brought a redoubling of our
resolve' to continue to provide
responsible and responsive
government. We will not be
content to rest on past
achievements and recent successes.
We will approach each
day as an opportunity to further
improve local government and
better serve our residents."
Colby then indicated that he
will continue to speak out forcefully
to protect local government
and suburban homeowners
by maintaining a role of
"responsible aggressiveness in
advocating federal, regional and
state decisions that "are
responsive to public needs and
not injurious to our general
welfare."
He noted that in. the months
ahead the Town will continue to
search for greater efficiencies
through innovations. Colby
pointed to the planned modernization
of street lighting as an
example of improving service
while reducing costs. He indicated
that further computerization,
where possible, will
also assist in better serving our
residents while increasing
economies.
He cited the need to protect the
federal revenue sharing program
as one important federal target
and noted the necessity for state
action to protect homeowners
against the problems of court-ordered
reassessment. Also, on
the state level, he pointed to the
necessity of developing a
realistic solution to educational
financing - one that
"acknowledges the best interest
of suburban homeowners."
Coupled with these actions,
Colby indicated that communication
with Town residents
must be increased so that there
will be a greater awareness
among Town residents. "We
believe it is important for all the
people to have knowledge and
understanding of their government
and its activities. 1980 will
see the Town undertake efforts to
increase its communication with
its citizenry."
In conclusion, Colby asked the
people to be mindful of the tense
world situation and requested a
silent prayer be offered for the
speedy and safe return of the
hostages being held in Iran.
In addition to Supervisor Colby,
those sworn into new terms included:
Councilmen Gregory W.
Carman, Salvatore R. Mosca and
Thomas L. Clark, Town Clerk
Ann R. Ocker and Receiver of
Taxes Solomon Newborn. All are
four year terms except for the
Supervisor and Town Clerk who
serve two-year terms.

In the photo above - left, the Reverand Thomas Hartman,
Diocesan Media Director and formerly of St. James Parish in
Seaford, closes the festivities with a Benediction address. State
Senator Ralph Marino, who served as Master of Ceremonies, is at the
podium with Father Tom. The Invocation was given by Rabbi Julius
Goldberg of the Plainview Jewish Center. A reception for all in attendance
at the Town Hall followed the Installation Program.
