Plainview Landfill:
Progress Or Problem?
By Shari Miller
The current controversy over
the Town of Oyster Bay's plans to
develop the landfill site in
Plainview did not develop
overnight; the plans for the
Town's waste disposal system go
back as far as 1969. During the
campaign for Town Supervisor,
John Burke advocated the
development of an in-vironmentally
sound solid waste
management system in the Town
of Oyster Bay. After taking office
in 1970, Supervisor Burke contracted
with the State Environmental
Facilities Corporation
of the Department of
Environmental Conservation
(then known as the State Pure
Waters Authority) to prepare an
advisory report to indicate the
status of the town's waste
disposal system. The report,
released in 1971, recommended to
the Town that it acquire additional
landfill facilities,
upgrade the capabilities of its two
incinerator plants, add a bulk
burner to the incinerator complex
and initiate resource
recovery programs aimed at
reducing the amount of solid
waste accumulated by the Town.
As Supervisor Burke has stated,
"all phases of the Town's solid
waste planning have been
completed only with the approval
of the State's environmental
professionals and those of the
Nassau County Department of
Health."
The E.F.C. report listed four
possible sites for the urgently-needed
landfill: a 43-acre parcel
owned by Nassau County in Old
Bethpage; in combination with
the first, an 18-acre parcel in
Farmingdale; a 29-acre sand pit
in East Norwich* and the 65-acre
Plainview site adjacent to Round
Swamp Road. Of the four possible
landfijl sites suggested by the
Environmental Facilities Corporation,
the Town Board chose
the Plainview site as the most
suitable. This decision was the
starting-point for hostile reaction
to Town Board policy. The first
site had been withdrawn from
Town consideration under an
opinion of the State Comptroller
that land dedicated for park
purposes may not be put to any
other use; the Farmingdale area
then became unfeasable when not
in combinafion with theIKrst site.
The rejection of the 29-acre Izzo
sandpit in East Norwich was
based on the following facts,
according to Supervisor
Burke: "it was found to have
insufficient capacity, a
topography that would make
landfill operations extremely
hazardous and inefficient, the
added expense of trucking in
cover material, and close
proximity to residential areas. It
would mean large additional
expenses in man and vehicle
hours and further congestion on
local roads to transport the incinerator
residue over the 15-mile
route. "(Supervisor Burke's
weekly column-Bethpage
Tribune- October 19, 1972) This
was not the case, however, in the
opinion of then-Town Councilman
Lewis Yevoli (State Assem-t'Continued
