MANGANO PROPOSES Are Your Ready for the
GREEN" ENERGY FUND

NASSAU COUNTY, NY, July 13, 2009 - Legislator Ed Mangano, Republican
candidate for Nassau County Executive, has called for a $ 25 million sustainable
energy loan fund in Nassau to provide residents the ability to immediately reduce
their home energy costs. The proposed legislation provides the means for local
homeowners and businesses to make energy- saving improvements, reduce their
monthly energy bill and pay for the improvements with part of the savings they
will realize each and every month.
" Homeowners who participate will see a tremendous savings in their pocket-books
as less energy is needed to operate their homes. The only obstacle that
stands between the people and free energy is the cost to install the hardware,"
Mangano explained. " Additionally, this legislajon is vital to addressing the issues
of global climate change and greenhouse gas emissions in Nassau. We need to
reduce energy demand so the county can meet its statewide energy efficient and
greenhouse gas reduction goals."
Under the proposed local law, which requires the county to submit a Home
Rule Request to the New York State Legislature to create a Sustainable Energy
Loan Program, the cost of the improvements would be financed through the fund
and repaid by the property owners over 15 years through their annual property tax
bill. ^
" The fund is needed as it sets forth the necessary mechanism to finance the
expense of such energy efficient improvements, which can be costly," Mangano
added. " We cannot expect property owners to take on the financial burden at this
time. As lawmakers, it is our job to find solutions to problems. This is a win- win
for all."
If passed, the legislation will make energy efficiency and renewable energy
improvements more affordable while lowering energy costs and reducing green-house
gas emissions.
" We are in desperate need of programs such as this as it is quite costly to add
energy efficient equipment to a property, making some projects prohibitive,"
explained Matthew Pentofel, president of BJC Contracting Company, which
recently constructed a 3,200- square- foot home in Jericho, NY that is designed to
run at no cost." With government funding that is paid back over an extended peri-od,
we can see the cost- savings immediately, while protecting the environment for
future generations," the local business owner added. " Hopefully, Ed Mangano's
efforts will be fruitful as it will open the door to helping make Nassau greener."
